IKD Activation Still Below 10%, Deputy Interior Minister to Implement Liveness Detection

Deputy Interior Minister (Wamendagri) Bima Arya Sugiarto stated that the activation rate for the Digital Population Identity (IKD) is still below 10 per cent. His side is targeting 20 per cent activation for IKD this year.

This was conveyed by Bima Arya during a working meeting with Commission II of the House of Representatives (DPR RI), at the Parliamentary Complex, Senayan, Jakarta, on Monday (20/4/2026). Bima noted that the recording of electronic ID cards in Indonesia has reached 98 per cent.

“Our population now, from the latest data, stands at 288,315,089 souls, Chairman. The number of women and men is very close. This has been the trend over time, with only a slight difference between women and men. We have successfully recorded electronic KTPs for nearly 98 per cent,” said Bima Arya during the meeting.

According to him, the massive problems with KTP blanks encountered in 2023 have now been resolved. Bima Arya stated that there is no longer any shortage of KTP blanks in the regions.

“Then, the blanks that were full of problems before 2023. Now, with the implementation of the tender system and the shift from tender to e-catalogue, along with more significant central funding, shortages of KTP blanks in the regions are almost no longer found,” said Bima Arya.

“A few years ago, before 2022, many regions were still facing a KTP blank crisis. We ourselves have travelled to the regions, and Dukcapil has always ensured that the stock of blanks is sufficient,” he added.

He then touched on the IKD activation, which is still below 10 per cent. He assessed that the use of the IKD application remains low because there is no policy mandating its use, unlike during the Covid era when the PeduliLindungi application was required.

“Then, IKD activation is still below 10 per cent. The obstacle is, of course, that not all citizens have experienced incentives to use it. So, back in the Covid days, we had PeduliLindungi, without which you couldn’t go anywhere. But IKD hasn’t reached that point yet,” said Bima Arya.

Bima Arya stated that verification will soon be implemented using liveness detection or active biometric technology. The data submitted can be confirmed as not fake and not from a robot.

“This year, we will implement liveness detection. So that everything can be confirmed when making a KTP or IKD, that it’s really the person themselves. Not a robot, not fake. This is liveness detection technology, so you take a direct selfie and it’s confirmed that it’s not fake, not counterfeit, and not a robot,” he said.

“It’s starting this year. And that means if liveness detection runs well, IKD activation will surge. The target this year is 20 per cent, right, Mr Teguh? 20 per cent like that,” Bima Arya continued.
