IDAI Assesses Age Classification in PP Tunas as Aligned with Child Development
Jakarta (ANTARA) - The Indonesian Paediatric Society (IDAI) assesses that the age classification of children in Government Regulation 17 of 2025 on the Protection and Governance of Electronic Systems in Child Protection (PP Tunas) is consistent with aspects of growth and development.
“So far, it still aligns with scientific principles. We indeed cannot completely eliminate access because the digital space has become part of life,” said the Chair of the Central Board of the Indonesian Paediatric Society (IDAI), Piprim Basarah Yanuarso, in an exclusive interview with ANTARA at the Vaccination House, East Jakarta, on Tuesday.
PP Tunas regulates the age classification of children in accessing the digital space, namely 3–6 years, 6–9 years, 10–12 years, 13–15 years, up to 16–18 years.
He mentioned that this regulation accommodates medical aspects, particularly regarding child development that requires stimulation in accordance with a scientific approach.
According to him, this policy is also in line with international recommendations, including those from the American Academy of Paediatrics (AAP), which emphasises the importance of child protection in the digital space.
Piprim added that digital technology development cannot be avoided, but its use must be directed so as not to disrupt child growth and development, but rather to support their quality improvement.
He stressed the importance of real-world activities as the primary foundation for children, especially physical activities.
“Children need to be accustomed to real activities, such as sports, arts, and social activities, so that they are not dominated by activities in the digital space,” he said.
Children under 13 years old are only allowed to have accounts on low-risk platforms designed specifically for children, with parental consent.
Meanwhile, children aged 13–15 years can access medium-risk digital services with parental consent.
The government, through the Ministry of Communication and Digital Affairs, has affirmed that it will take action against platforms that do not comply with these provisions.
The Ministry of Communication and Digital Affairs has also issued Minister of Communication and Digital Affairs Regulation Number 9 of 2026 as the implementing regulation for PP Tunas, which takes effect from 28 March 2026.
Through this policy, accounts of children under 16 years old on high-risk platforms will begin to be deactivated, including on video-sharing services and social media.
