ICT: Internet Data Rollover Mechanism Must Be Made Simple

The Executive Director of the Information and Communication Technology (ICT) Institute, Heru Sutadi, stated that mobile operators must create a mechanism for the accumulation (rollover) of remaining internet data that is simple, transparent, and does not burden customers.

“Mobile operators should not provide a rollover mechanism or other forms of protection for remaining data, only for customers to face complicated requirements to use them,” Heru told ANTARA on Friday.

Heru emphasised that education for customers regarding the mechanism for accumulating remaining data must be delivered simply, reach all users, and be provided before customers purchase internet packages.

“Information should not be hidden within lengthy terms and conditions or in fine print,” he said.

Additionally, operators are encouraged to provide channels that make it easy for customers to monitor usage and remaining data in real-time.

“The principle is simple: consumers must know what they are buying, what their rights are, and what happens to their remaining data,” he added.

Heru believes that the implementation of internet data protection must maintain a balance between consumer protection and the sustainability of the telecommunications industry. This is in line with the Constitutional Court (MK) ruling, which serves as the legal basis for regulations regarding remaining internet data.

On the other hand, he noted that the government needs to conduct supervision and evaluate compliance reports submitted by operators periodically to ensure that data protection provisions are truly implemented.

“The government must ensure that these rules are actually enforced, rather than just existing on paper,” he said.

The Constitutional Court ruling established that telecommunications providers are obliged to provide service options that guarantee users’ remaining data remains active and usable.
