Ibas States Climate Change Bill Must Address Target and Financing Issues

Jakarta (ANTARA) - The Deputy Speaker of the MPR, Edhie Baskoro Yudhoyono, also known as Ibas, stated that the Climate Change Bill needs to address six main issues, ranging from targets to financing.

“A good law is not one with the most articles. A good law is one whose benefits are most felt by the people,” said Ibas in a statement received in Jakarta on Wednesday.

According to Ibas, the Bill must not merely remain as a normative regulation, but must serve as a legal instrument that provides real protection for the community while ensuring the sustainability of development.

He stated that the first issue to be regulated is clear, measurable, actionable, and periodically evaluable climate change targets.

Secondly, the Bill needs to establish institutions responsible for leading, coordinating, and supervising the implementation of climate change policies.

Thirdly, Ibas believes that strengthening adaptation must receive the same level of attention as emission reduction efforts.

Fourthly, Ibas emphasised the importance of adequate financing to ensure that policy targets can be implemented.

“Targets without financing are merely hopes. A good policy is one that can be implemented through appropriate budgetary reinforcement,” he said.

Fifthly, he encouraged the Climate Change Bill to ensure that the transition towards a green economy occurs fairly and does not disadvantage the public.

Ibas noted that Indonesia already possesses various commitments and policies regarding climate change, including the ratification of the Paris Agreement, carbon economic instruments, and the target to achieve net zero emissions by 2060 or sooner.

Therefore, he emphasised the importance of integrating all these policies effectively. Ibas also warned that the Climate Change Bill must not create regulatory overlaps.

The Climate Change Bill is listed in the 2026 Priority National Legislative Program (Prolegnas) and is currently in the discussion stage within the House of Representatives (DPR).
