Ibam Now Ordered to Pay Rp 5 Billion, Previously Not Burdened with Restitution
The DKI Jakarta High Court has increased the sentence of corruption defendant Ibrahim Arief, also known as Ibam, in the Chromebook laptop and Chrome Device Management procurement case, from four years to five years in prison. The appellate judges also imposed a restitution payment on Ibam.
“Sentencing the Defendant Ibrahim, also known as Ibam, to five years in prison and a fine of Rp 500 million,” the judge stated while reading the verdict at the DKI Jakarta High Court in Cempaka Putih, Central Jakarta, on Monday (31/8/2026).
If the fine is not paid, it will be replaced with 140 days in prison. Ibam was previously sentenced to four years in prison and was not burdened with restitution. Now, the judges have imposed a restitution payment of Rp 5 billion on Ibam.
“Ordering the Defendant to pay restitution amounting to Rp 5 billion,” the judge said.
If the payment is not made, his assets will be seized and auctioned. The judge stated that if Ibam’s assets are insufficient, the sentence will be replaced with four years in prison.
“In the event that the Defendant no longer has sufficient assets to pay the restitution, the Defendant shall be sentenced to four years in prison. And if the Defendant pays restitution in an amount less than the total obligation to pay restitution, the amount of restitution paid shall be taken into account against the length of the additional sentence of imprisonment as a substitute for the obligation to pay restitution,” the judge said.
For context, former Information Technology Consultant at the Ministry of Education, Culture, Research and Technology, Ibrahim Arief, also known as Ibam, was sentenced to four years in prison in the corruption case involving the procurement of Chromebook laptops and Chrome Device Management, which also implicated former Minister Nadiem Anwar Makarim. The judge found Ibam guilty of violating Article 3 in conjunction with Article 18 of the Corruption Eradication Law in conjunction with Article 55 paragraph 1 point 1 of the Criminal Code.
The sentencing hearing for Ibam took place on Tuesday (13/5). In its ruling, the judge sentenced Ibam to four years in prison and a fine of Rp 500 million, with a subsidiary sentence of 120 days in prison.
The panel of judges at the Central Jakarta Corruption Court did not impose a restitution penalty on Ibam on the grounds that Ibam did not enjoy any benefits from the Chromebook and Chrome Device Management procurement during Nadiem’s tenure. The judge stated that Ibam did not receive any money, goods, or facilities related to this procurement. The judge did not grant the prosecutor’s demand for restitution payments from Ibam.
In this case, Nadiem and others were charged with corruption related to the procurement of Chromebook laptops during his tenure as Minister of Education, Culture, Research and Technology. The project allegedly caused state losses of Rp 2.1 trillion.
The following are the prison sentences for the defendants in this case:
Nadiem Makarim: 10 years in prison
Ibam: 5 years in prison
Former Director of Primary Schools at the Ministry, Sri Wahyuningsih: 4 years in prison
Former Director of Junior High Schools at the Ministry, Mulyatsyah: 4.5 years in prison.
