Hutama Karya Signs MoU for Toll Road Integration to New Palembang Port in Tanjung Carat
Jakarta, TopBusiness – PT Hutama Karya (Persero) (Hutama Karya), together with the Ministry of Investment and Downstreaming/BKPM, the Ministry of Public Works, the South Sumatra Provincial Government, PT Danantara Asset Management, PT Bukit Asam (Persero) Tbk, and PT Pelabuhan Indonesia (Persero), held an event for the Memorandum of Understanding regarding the Plan for Cooperation on the Integration of Toll Road Development to the New Palembang Port in Tanjung Carat, Banyuasin Regency, South Sumatra Province.
The signing of the Memorandum of Understanding took place on Wednesday (13/05) at the Barli Halim Building, Ministry of Investment and Downstreaming/BKPM, Jakarta. The signing was carried out by the Director General of Highway Development, represented by the Acting Director of Toll Roads of the Ministry of Public Works, Prabandityo Triwibowo; Deputy for Investment Planning of the Ministry of Investment and Downstreaming/BKPM, Ichsan Zulkarnaen; Secretary of the South Sumatra Provincial Government, Edward Candra; Director of Operations I of Hutama Karya, Gunadi; Director of Downstreaming and Product Diversification of PT Bukit Asam Tbk (PTBA), Turino Yulianto; and Director of Business Development of PT Pelabuhan Indonesia (Persero), Prasetyo. It was witnessed by the Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu; Managing Director Business 3 of PT Danantara Asset Management, Febriany Eddy; and President Director of Hutama Karya, Koentjoro. The presence of cross-institutional representatives underscores the shared commitment to strengthening logistics connectivity, supporting downstreaming, and accelerating the development of the New Palembang Port area in Tanjung Carat.
Through this memorandum of understanding, the parties will carry out their respective roles according to their authority, ranging from policy support, investment facilitation, spatial planning synchronisation, toll road business studies, provision of coal transportation demand potential, to port infrastructure development.
Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, stated that strengthening connectivity is one of the important prerequisites in driving the national investment strategy, particularly downstreaming which requires a supporting ecosystem from upstream to downstream. According to him, downstreaming not only requires the availability of resources but also logistics support, energy supply, and infrastructure capable of maintaining cost efficiency and industrial activity sustainability.
“The signing of this Memorandum of Understanding is part of perfecting the grand plan for the development of the New Palembang Port in Tanjung Carat as an international port and a downstreaming hub in South Sumatra. This region and surrounding provinces have significant natural resource strengths, from energy, oil and gas, to plantation commodities such as rubber and coffee. The toll road integration to Tanjung Carat is expected to bring access closer to commodity sources, strengthen connections with the Trans-Sumatra Toll Road (JTTS) backbone, and complement existing logistics modes, both river, rail, and port. With the consolidation of state-owned enterprises through Danantara together with Hutama Karya, Pelindo, Bukit Asam, and other stakeholders, we hope this plan can be executed soon and provide broader economic impacts,” said Todotua.
Secretary of the South Sumatra Provincial Government, Edward Candra, stated that the toll road development integration plan is a continuation of a long process that has been initiated since several periods of South Sumatra Governors’ leadership. He assessed that cross-party support is an important factor to ensure the plan can proceed according to regional development needs.
“This port is still part of the National Strategic Project, the land has been prepared, and the development scheme has also been discussed. The South Sumatra Provincial Government fully supports this strategic cooperation, including in facilitating needs and resolving on-site obstacles. We also hope for continued support in designating and strengthening toll road connectivity to Tanjung Carat, as its economic benefits will be widely felt by the community and the business world,” said Edward.
President Director of Hutama Karya, Koentjoro, supports the process of exploring cooperation for toll road development integration through comprehensive studies. The development of this access is considered important to ensure JTTS connectivity can be optimally connected with strategic logistics nodes, so that the benefits of the toll road are not only felt in human mobility but also in the movement of goods and productive economic activities.
“As the developer and manager of JTTS, Hutama Karya sees this plan as part of efforts to strengthen the toll road’s function as a connector of strategic areas. Through the signing of this Memorandum of Understanding, it is hoped that synergy among parties can run optimally so that the development of connectivity to the New Palembang Port in Tanjung Carat can provide broader benefits for the community, the business world, and the economy of South Sumatra,” concluded Koentjoro.
