Hutama Karya Signs Legal Cooperation with JAMDATUN Attorney General's Office
PT Hutama Karya (Persero) has officially signed a cooperation agreement with the Junior Attorney General for Civil and State Administrative Affairs (JAMDATUN) of the Attorney General’s Office of the Republic of Indonesia concerning the handling of legal issues in the civil and state administrative fields in Jakarta. The cooperation renews the legal umbrella for the partnership between the two institutions, with a scope covering the company’s head office and all its subsidiaries.
Hutama Karya President Director Koentjoro said the activity holds important and strategic significance for the company, given that its assignments often intersect with legal issues in the field. “As a state-owned enterprise, we have a greater responsibility than merely achieving business targets. Therefore, the legal aspect must not be neglected, as it is one of the important pillars in carrying out work as well as a form of compliance to ensure business processes remain on track and adhere to the principles of good corporate governance,” Koentjoro said in an official statement on Thursday (27/8/2026).
Legal oversight is carried out through five scopes: legal assistance, legal considerations, other legal actions, human resource competency improvement, and other forms of cooperation. Through this mechanism, State Attorney Lawyers (JPN) provide assistance from the planning stage through to post-project implementation.
The assistance includes review of land acquisition processes, preparation of large-scale construction contracts, settlement of civil and state administrative disputes, as well as asset recovery efforts and collection of company receivables through litigation and non-litigation channels. The assistance is directed at the points most vulnerable to disputes, from land acquisition, public lawsuits, and disruptions in the field on assigned projects, to potential disputes with project owners, vendors, and subcontractors on non-assigned projects.
As a Toll Road Business Entity (BUJT), Hutama Karya has also received government assignments to carry out national strategic projects since 2014 through Presidential Regulation Number 100 of 2014 concerning the Acceleration of Toll Road Development in Sumatra, as last amended by Presidential Regulation Number 42 of 2024. The company operates four business lines: construction services, toll road operations, engineering, procurement, and construction (EPC), and investment.
At the same time, JAMDATUN is leading legal oversight of the state-owned enterprise and subsidiary restructuring programme through the SOE Streamlining Oversight Team, so this cooperation also places Hutama Karya within the same oversight framework as the national corporate restructuring agenda.
The resulting legal certainty is expected to maintain the smooth completion of strategic infrastructure while protecting state assets managed by the company, as the orientation of law enforcement shifts from individual criminalisation (in personam) towards corporate accountability and asset recovery (in rem). Within this framework, the strength of the internal control system and completeness of documentation become the corporation’s primary defence. Junior Attorney General for Civil and State Administrative Affairs Narendra Jatna said that legal assistance from an early stage actually expands the corporation’s room to make decisions.
“Compliance safeguards accountable business courage, not bureaucratic obstacles. Documented compliance is the best defence when decisions are tested, because the business judgment rule protects decisions made correctly, not decisions that happen to lose money. Therefore, we place State Attorney Lawyer assistance from the planning stage, not after problems arise,” he said.
Through this synergy, Hutama Karya affirmed its commitment to upholding clean, transparent, and integrity-based corporate governance as part of the Danantara ecosystem.

This collaboration also supports the implementation of the Government’s Asta Cita, particularly in the agenda of legal reform and corruption prevention as well as equitable development through infrastructure acceleration, in line with Sustainable Development Goal (SDG) Number 16 on Peace, Justice, and Strong Institutions.
