Human Rights Ministry to Focus Rp953.1 Billion Budget on P5HAM Services

Minister of Human Rights Natalius Pigai has stated that the Rp953.1 billion budget approved by House of Representatives Commission XIII will be focused on strengthening P5HAM in Indonesia. P5HAM refers to the respect, protection, fulfilment, enforcement, and advancement of human rights. According to Pigai, the 2027 budget allocation will be used to reinforce the ministry’s primary functions so that human rights services are increasingly felt by the public. “This budget allocation is directed towards the implementation of KemenHAM’s main duties, ranging from policy formulation, strengthening human rights awareness, complaint services, compliance assessment, to the development of a one-data human rights system,” Pigai said following a working meeting on the 2027 Work Plan and Budget with Commission XIII at the parliament complex in Senayan, Jakarta, on Wednesday. He explained the budget will also support management fulfilment and the implementation of human rights advancement and enforcement programmes. According to him, increasing human rights awareness is important because human rights values are closely linked to people’s daily lives. Pigai conveyed that various views and recommendations from the leadership and members of Commission XIII will serve as input for the ministry’s future tasks. Meanwhile, Deputy Minister of Human Rights Mugiyanto said the high public expectations for KemenHAM’s presence must be met by strengthening programmes alongside organisational governance. “I appreciate this very positive and constructive meeting. This meeting discussed the extraordinary public expectations, meaning KemenHAM must be present in the community. Therefore, we will carry out our duties and functions properly,” Mugiyanto stated. He noted that management support cannot be separated from the implementation of substantive programmes, as both are prerequisites for KemenHAM to address public needs on human rights issues. During the meeting, Commission XIII approved KemenHAM’s proposed budget of Rp953.1 billion. Several members noted the budget should be prioritised to strengthen substantive human rights functions and provide direct benefits to the public. Deputy Chairman of Commission XIII Sugiat Santoso expressed hope that the budget support would enhance KemenHAM’s presence in assisting people facing human rights problems. “We hope that with this budget, KemenHAM can work well, and most importantly, be present directly to help with human rights matters among the people,” Sugiat said. The approval will serve as the basis for further discussion at the Budget Committee before final determination under the 2027 State Budget mechanism.
