Human Rights Ministry Employee Wins Lawsuit Against Minister Pigai at Administrative Court
The Jakarta State Administrative Court (PTUN) has granted in full a lawsuit filed by Ministry of Human Rights (HAM) employee Ernie Nurheyanti M. Toelle against Minister of Human Rights Natalius Pigai. The lawsuit concerned the transfer of Ernie from her previous position as Secretary of the Directorate General of Human Rights Services and Compliance (an Echelon IIA official) to Expert Human Rights Analyst via Minister of Human Rights Decree Number: MHA-14 KP.04.04 dated 23 January 2026. “Grant the Plaintiff’s lawsuit in its entirety,” read the verdict listed on the Supreme Court’s e-court system, as provided by Yanti on Monday. The decision was issued on Thursday, 2 July 2026. The panel of judges at the Jakarta PTUN annulled the Minister of Human Rights Decree Number: MHA-14 KP.04.04 dated 23 January 2026, which transferred Ernie from a managerial position to a functional one. The judge ordered Minister Pigai to revoke the decree. Furthermore, Pigai is required to rehabilitate the dignity, honour, and position of Yanti to her original role as Secretary of the Directorate General of Human Rights Services and Compliance. “Order the Defendant to pay the court costs incurred in this case amounting to Rp383,000,” the judge stated in the ruling.
