Barcelona, Spain — At MWC Barcelona 2026, Huawei Government Public Services Digitalization (GPSD) BU organised a series of professional forums, including the Global AI+ Public Service Summit, the National Foundation Model Roundtable, and a range of open presentation sessions. The events brought together customers and global partners to discuss the future of an increasingly intelligent world. On this occasion, Huawei also launched the Global Intelligent Public Service Solution to accelerate intelligent transformation in public services and urban governance.

At the Global AI+ Public Service Summit, Jason Slater, Chief, Digital Transformation and AI, UNIDO, said: ‘AI+ is driving advances in public services. The effort to build effective digital government is not only about applying technology, but also creating inclusive, citizen-centric, interconnected systems.’

In the forum, Saeed Xia, President, Huawei Global Public Services BU, introduced the Huawei Global Intelligent Public Service Solution. He explained that the solution is designed with an architecture of ‘1 digital foundation + 1 intelligent platform + N industry applications.’ The solution delivers efficient, high-quality public services with a scenario-based approach, through rapid service orchestration, integration of various capabilities, and simplification of workflows. Moreover, the solution uses a data-driven, business needs approach to build practical, high-quality data services, while driving innovation. Ultimately, the solution realises an intelligent public service system with ‘Chat-to-Process’ capability, intelligent decision-making, and more efficient service handling.

Chomparee Chompurat, Deputy Permanent Secretary, Ministry of Digital Economy and Society (MDES) Thailand, said: ‘Thailand is accelerating the transition towards AI-based smart governance by leveraging a ’Cloud First’ infrastructure, responsible AI integration, and global public–private partnerships that deliver secure and citizen-focused services. The move also strengthens Thailand’s position as a trusted digital hub in the ASEAN region.’

Through the series of events, Huawei GPSD also hosted the National Foundation Model Roundtable, addressing key topics such as AI-based national intelligent transformation and AI data centre development. More than 20 government and industry experts from Europe, Asia-Pacific, the Middle East, and Africa participated. Huawei also shared experiences on the deployment of foundation models and AI infrastructure, while discussing strategy design and implementation of intelligent transformation in various countries.

In the open presentation session, Yu Jinxiao, Overseas Technical Director, Linewell, explained, in the concept of ‘AI+ One-Stop Public Services’, that AI technology drives a major shift from services that were previously only ‘functional and easy to access’ to ones that are ‘easy and intelligent.’ This approach can significantly simplify workflows, reducing form-filling time by 80–90%, and increasing work efficiency by 2–3 times through the intelligent ‘Chat-to-Process’ interaction model.

Meanwhile, Yang Xuqing, CTO of iSSTech, emphasised that future smart cities will build a ‘City Super App Portal’ based on an AI hub. The super-app can be used for a variety of city needs, such as flood management in urban governance, accelerating economic projects by up to 50%, and public services that make business and citizen administrative tasks as easy as chatting.

Currently, AI technology is reshaping the way public services operate globally, as well as the development of digital and intelligent cities. In the future, Huawei will continue to strengthen the foundations of digital technology and expand collaboration with partners, working together to drive transformation toward an era of intelligent technology in public services and urban governance worldwide.
