Barcelona, Spain — At MWC Barcelona 2026, Huawei Government Public Services Digitalisation Unit hosted the Global AI+ Public Service Summit, where government clients and partners from multiple countries discussed trends in public service delivery and shared experiences of AI-based transformation. Huawei announced the Global Intelligent Public Service Solution and the Shenzhen Longgang AI+ Public Service Global Pilot Project Location, and also unveiled the Global Public Service Ecosystem Alliance.

During the summit, Jason Slater, Chief, Digital Transformation and AI, UNIDO, stated: “AI+ drives progress in public services. Building effective digital governance is not only about adopting technology; it also requires creating inclusive, citizen-centred, and interoperable systems.”

In the forum, Saeed Xia introduced the Huawei Global Public Service Solution, emphasising that the global development gap and the digital divide persist as challenges. Public services still face issues such as impractical access, low satisfaction, and suboptimal user experience. Accelerating government digitalisation is therefore key to improving governance, international influence, and citizen satisfaction. The solution is built on the architecture ‘1 digital foundation + 1 intelligent platform + N industry applications.’ This approach makes public service delivery more efficient and higher quality through scenario-based service management, integration of various capabilities, and streamlined processes. Supported by a business- and data-based approach, the solution delivers practical, high-quality data services to spur innovation. Ultimately, it creates an intelligent service system with ‘Chat-to-Process’ capabilities, smarter decision-making, and more efficient service processes.

Chomparee Chompurat, Deputy Permanent Secretary, Ministry of Digital Economy and Society (MDES) Thailand, said: “Thailand is accelerating its move towards AI-based smart governance by leveraging a strong ‘Cloud First’ infrastructure, responsible AI integration, and global public–private partnerships to deliver safe, citizen-centred services. This step also strengthens Thailand’s position as a trusted digital hub in the ASEAN region.”

Carlos Eduardo Rodrigo Prado, Executive Director, AGETIC, outlined achievements and breakthroughs in e-government development in Bolivia, and explained the strategy and key steps towards a new era of digital governance, a digital nation, and inclusive smart services. Based on the vision “Bolivia to the World and the World to Bolivia” articulated by President Rodrigo Paz, the country is accelerating its digital transformation.

Bilgin Semiz, Director, Global Sales, Nextcloud, explained Nextcloud’s efforts to build a secure, regulation-compliant enterprise collaboration platform using Huawei Cloud.

Representatives of customers also shared experiences and visions for developing AI infrastructure hubs, planning future public services, and national digital transformation.

At the event, the Shenzhen Longgang Government Service Center, together with Huawei, launched the Shenzhen Longgang AI+ Public Service Global Pilot Project Location. Building on best practice from Shenzhen’s Longgang District, the pilot project showcases an integrated operating model connecting four levels of service: district, street, community, and campus. The ‘AI+ Public Service’ approach has yielded important milestones, including a smart customer-service system based on large language models (LLMs) that integrates hotline, service counters, and self-service facilities into a single system, achieving a hotline connectivity rate of 98%. In the ‘AI+ Intelligent Verification’ service, the one-stop permitting centre reaches intelligent verification accuracy of over 95%.

At the close of the event, Huawei announced the Global Public Service Ecosystem Alliance, a platform that brings together industry resources to accelerate the adoption and deployment of AI-based public services worldwide. Representatives from public-service sector partners, including iSSTech, Linewell, Seeyon, Digihail, Nextcloud, SAINS, and Nexconn, attended to witness the launch. Huawei said the alliance would serve as a collaboration platform with global partners to explore new opportunities in public-service development in the digital era.
