HR Expert Says Luke Thomas Appointment Reflects Meritocracy at DSI
Jakarta (ANTARA) - The appointment of Luke Thomas Mahony as President Director of PT Danantara Sumberdaya Indonesia (DSI) is seen as reflecting the government and the Danantara Investment Management Agency’s commitment to prioritising competence and professionalism in managing strategic national sectors.
Human resources management expert Yodhia Antariksa assessed that the focus in filling strategic positions should not be on a person’s citizenship, but on integrity, track record, competence and the ability to achieve organisational goals.
“In modern HR management practice, filling strategic positions must be based on the principle of meritocracy. Competence, integrity, experience and leadership capacity are far more relevant factors than citizenship status,” he said in a statement in Jakarta on Friday.
The appointment of Luke Thomas, a foreign national, to lead DSI had previously sparked heated debate. However, Yodhia stated that if the individual possesses long experience in the natural resources sector and understands the commodity export supply chain, the appointment can be understood as an effort to bring in professional leadership.
According to him, DSI will manage economic activities of enormous value directly related to state revenue. Therefore, its management must be based on systems, data, good governance and high accountability.
“Professionalism is the foundation so that business decisions are not influenced by short-term interests or the interests of certain groups,” he said.
He added that the use of global talent is a common practice applied in many countries. Many state-owned enterprises and sovereign wealth funds around the world utilise the best professionals without limiting themselves solely to citizenship factors.
However, Yodhia reminded that individual quality is only one supporting factor for DSI’s success in strengthening export governance.
If DSI’s objective is to strengthen oversight and close revenue leakage gaps, he added, then the governance and systems built remain the main determining factors.
Because of this, he assessed that DSI’s human resources design must be built on strong meritocratic principles. Recruitment must prioritise competence and integrity, performance targets must be clear and measurable, remuneration needs to be competitive to attract the best talent, and the organisational culture must uphold transparency and professionalism.
“DSI’s future success will not be determined by one leader, but by the quality of the team, governance, and systems built from the outset,” he said.
Previously, BPI Danantara CEO Rosan Roeslani said the selection of Luke Thomas as DSI head was made after considering his track record and experience in the mining industry and global commodity trading.
In addition to professional experience, Luke was also considered to have a good track record and performance during his time at Danantara.
Before being appointed to lead PT DSI, Luke served as SEVP Business Performance & Optimisation at Danantara Indonesia since September 2025. Previously, Luke served as Director and Chief Strategy and Technical Officer of PT Vale Indonesia Tbk in 2024-2025.
Yodhia stressed that the debate over Indonesian citizens (WNI) versus foreign nationals (WNA) should not be the main issue. What is more important is ensuring DSI is able to deliver professional, transparent governance free from conflicts of interest.
“So that the government’s goal of increasing state revenue and reducing export leakage is truly achieved,” he said.
