As reported in the Decision of the Director General of Placement Development and Job Opportunity Expansion Number 3/168/Pk.03.03/VIII/2025 on Technical Guidelines for the Distribution of Government Assistance for the Manpower Development Programme for Beginner Independent Workers in 2025, this programme realises the mandate of Law Number 13 of 2003 on Manpower and Government Regulation Number 33 of 2013 on Job Opportunity Expansion.
The entrepreneurship-based programme also serves as a concrete step by the government to reduce unemployment by providing business capital to the public who have the willingness to start ventures. It is hoped that the funded businesses can develop into micro, small, and medium enterprises (MSMEs).

Independent Workers, hereinafter referred to as TKM, is an entrepreneurship-based assistance programme aimed at expanding job opportunities, creating new entrepreneurs, and nurturing businesses with the potential to develop into MSMEs. The target of this assistance programme is the public who have the ability and willingness to manage businesses independently and creatively.
The types of businesses that can be proposed under the TKM Pemula programme include:
Agriculture
Livestock
Fisheries and maritime
Culinary services, such as food stalls and coffee shops
Creative businesses, such as screen printing and handicrafts
Retail trade, such as grocery or convenience stores
Individual services, such as workshops, barber shops, electronic repairs, to health businesses
Requirements for Recipients of 2026 TKM Pemula Assistance

Indonesian Citizen (WNI) and domiciled in Indonesia.
Aged at least 18 years and at most 64 years.
Possess an ID card or e-ID card.

Not a civil servant (ASN), member of the Indonesian National Armed Forces (TNI), member of the National Police (Polri), or ASN retiree.
Not currently working or bound by an employment relationship with the government or private sector.
Has not previously received TKM Pemula or Advanced TKM assistance from Kemnaker.
Not currently receiving other job opportunity expansion programme assistance from Kemnaker in the current year.
Possess a SIAPKerja account.
Persons with disabilities must attach a disability statement letter.
Vocational training alumni must include a training certificate from Kemnaker’s training centres.
Amount of 2026 TKM Pemula Assistance
Recipients of the 2026 TKM Pemula programme will receive business capital assistance of IDR 5 million per person. The assistance is provided to support the public who wish to start or develop independent businesses in various fields.
The received assistance funds can be used to meet business needs, such as purchasing work equipment, business support supplies, and raw materials according to the business plan submitted during registration. With this assistance, it is hoped that recipients can more easily start businesses and increase their productivity.
Schedule and Registration Deadline for 2026 TKM Pemula Assistance
Based on information shared via the official Instagram account of the Ministry of Manpower, @kemnaker, registration for the 2026 TKM Pemula Assistance programme officially opened on Thursday, 7 May 2026, and is scheduled to close on Sunday, 17 May 2026.
The public who meet the requirements can take advantage of this registration period to apply for business capital assistance from the government while building independent businesses.
In its statement, Kemnaker also emphasised that the entire registration process for the 2026 TKM Pemula Assistance programme incurs no fees or is free. Therefore, the public is urged to be more vigilant against all forms of scams in the name of the Kemnaker assistance programme, including those demanding money during the registration process.
“The entire registration and assistance application process for TKMP is free of charge,” Kemnaker wrote on its Instagram, quoted on Tuesday (12/5/2026).

Create a SIAPKerja account via the page https://siapkerja.kemnaker.go.id.
After having an account, participants need to register via the page https://bizhub.kemnaker.go.id.
Upload the required documents, such as Family Card (KK), latest passport photo, and statement of commitment letter.
In certain conditions, participants experiencing network issues or limitations in technological capabilities can seek assistance from local job facilitators for the registration process.
