How to Process SKPWNI for Changing Domicile Using the IKD Application
According to the Dukcapil website of the Ministry of Home Affairs, this is based on Law Number 23 of 2006 on Population Administration, as amended by Law Number 24 of 2013, which states in Article 15 paragraph (1) that every resident who moves must report to the implementing agency. Then, Presidential Regulation Number 96 of 2018, Article 25 paragraph (1), states that the movement of Indonesian citizens within the NKRI is carried out with the issuance of SKPWNI. The technical rules are reinforced through Minister of Home Affairs Regulation Number 108 of 2019, specifically Articles 27 to 36, which regulate the procedure for applying for SKPWNI. In fact, through the Circular Letter of the Director General of Dukcapil in 2022, the domicile change process no longer requires a referral letter from RT/RW. This is how to process SKPWNI in the IKD application for changing domicile. - Open the IKD application - Log in using the verified PIN - On the home page, select the Services menu, then the option for Individual or Family Movement Certificate - For the destination data of the move, for example from West Java to Jambi, fill in completely according to the new address - After that, submit the application with captcha verification - The application status can be monitored directly through the “Service Monitoring” menu - Once approved, the official SKPWNI with QR Code can be downloaded and printed via the registered email. There is an important matter to note. The old e-KTP will be collected by the destination Dukcapil when reporting the move-in. Thus, population data remains valid. Does the KK Number Change When Changing Address? The Ministry of Home Affairs’ Dukcapil explains that if the head of the family changes address or moves house alone, the KK number follows the moving head of the family. Referring to Article 6 paragraph (3) of Law Number 23 of 2006: (3) The KK number is valid forever, unless there is a change in the head of the family. If the head of the family moves alone (other family members remain at the old address), the KK number still follows the moving head of the family. A new KK number will be issued for the family members who stay. However, if the house address change is done as a group (all members join), the KK number remains the same, only the address changes.
