Handling a lost ID card can be done by visiting the local Population and Civil Registration Office (Dinas Dukcapil) directly. Do not forget to bring the required supporting documents.

Requirements for Replacing a Lost KTP

Prepare these two documents:

  • A loss report letter from the local police

  • Photocopy of the family card (KK)

*According to Article 15 of Presidential Regulation No. 96/2018, an RT/RW referral letter is not a required document.

Procedure for Replacing a Lost KTP

  • Prepare the Required Documents

    • Photocopy of the family card (KK)

  • Visit the Population and Civil Registration Office

Some regions also provide printing services at village/district/sub-district offices. Replacing a lost e-KTP can be done outside the domicile at Population and Civil Registration Offices throughout Indonesia or through mobile/outreach services.

  • Database Verification

Officials will check the population data in the civil registry database. Since e-KTP is biometric-based, residents do not need to re-record (photo, fingerprints, or iris scan).

  • Printing Process

After the data is verified and confirmed to match, officials will print a new e-KTP with the same data elements as the lost card.

  • Document Collection

Residents receive the new e-KTP free of charge.

*Notes:

  • Replacing a lost e-KTP can also be done outside the domicile without needing a village referral (Nusantara Service).

  • Handling a loss means only reprinting. If you wish to change the photo or status, the procedure falls under Data Change.

How to Change Domicile Without an RT/RW Letter

Based on Minister of Home Affairs Regulation No. 108 of 2019 on the Implementation of Presidential Regulation No. 96 of 2018 concerning Requirements and Procedures for Population Registration and Civil Registry Recording, the domicile change process is simpler because:

  • No RT/RW referral letter is needed

  • No need to go to the sub-district office

  • Go directly to the Population and Civil Registration Office with the following documents:

    • Photocopy of KK

    • Fill out Form F-1.03 (provided by the Population and Civil Registration Office)

    • Original e-KTP (for verification)

It should be noted that:

  • The process is free without administrative fees

  • SKPWNI (Domicile Transfer Certificate) is directly issued by the Population and Civil Registration Office

Then, when in the destination city, do the following:

  • Submit the SKPWNI to the local Population and Civil Registration Office

  • Provide the old e-KTP to be destroyed

After that, you will receive:

  • New KK (with new or the same number)

  • New e-KTP (with new address)

What if you cannot go back to the origin area or are already in the destination area?

The SKPWNI will be processed by officials systematically with the origin Population and Civil Registration Office by:

  • Filling out the Population Transfer Registration Form (-1.03) at the destination Population and Civil Registration Office

  • Attaching photocopies of KK and e-KTP.
