Explanation of Deciles
Decile data is information used by the government to determine recipients of various social assistance programmes, ranging from the Family Hope Programme (PKH), Non-Cash Food Assistance (BPNT) to BPJS Kesehatan PBI.
Deciles are divided into 10 groups. The classification is not based solely on income levels, but also includes 39 variables, including housing conditions, asset ownership, household expenditure levels, access to education and basic services.
This is the explanation of the 10 decile groups:
Decile 1: Groups of people with very poor/extreme economic conditions.
Decile 2: Poor groups.
Decile 3: Near-poor groups.
Decile 4: Vulnerable to poverty groups.
Decile 5: Groups transitioning towards the middle class.
Decile 6-10: Middle class to the highest economic groups.
Restrictions based on deciles
The Ministry of Energy and Mineral Resources (ESDM) plans to tighten the distribution of 3 kilogram (kg) LPG by limiting the groups of people who can purchase the subsidised LPG based on welfare deciles.
Director General of Oil and Gas (Migas) at ESDM Laode Sulaeman said the policy is necessary so that the distribution of 3 kg LPG is better targeted. The government is currently discussing the implementation of welfare or decile data to determine which groups of people are entitled to receive LPG subsidies.
“Well, that’s why we are now intensifying the conversion. Conversion, and then the class that receives it is regulated so that it is better targeted. The decile for LPG will be regulated later. Not only for fuel,” said Laode at the DPR RI building, quoted on Thursday (27/8/2026).
Previously, PT Pertamina Patra Niaga and the Directorate General of Population and Civil Registration (Ditjen Dukcapil) of the Ministry of Home Affairs signed a Cooperation Agreement (PKS) on the Granting of Access Rights and Utilisation of Population Data in Services within the Scope of PT Pertamina Patra Niaga.
This cooperation is expected to strengthen the data verification and validation process to support the distribution of subsidised energy that is better targeted. This PKS also supports the implementation of Minister of Energy and Mineral Resources Decree Number 37 of 2023 concerning Technical Guidelines for the Transformation of Targeted LPG Subsidies, as well as serving as the basis for the system integration that Pertamina Patra Niaga has prepared for NIK validation in the distribution of 3 kg LPG.
