How the Ministry of Basic and Secondary Education Prevents Cheating in SPMB Selection
The Ministry of Basic and Secondary Education (Kemendikdasmen) claims that the implementation of the 2026 Student Admission System (SPMB) will be conducted with stricter supervision than in previous years. Director General of Early Childhood Education, Basic Education, and Non-Formal and Informal Education at Kemendikdasmen, Gogot Suharwoto, stated that his agency has undertaken various efforts to anticipate cheating. “For example, in the context of capacity, it has been locked since the guidelines were established,” said Gogot in South Jakarta on Thursday, 7 May 2026. With this capacity lock, he explained, it ensures that SPMB cheating practices through the modus operandi of adding student seats will not occur. Moreover, there are firm consequences for those involved in cheating. For instance, he explained, in one class, Kemendikdasmen has set the quota of prospective students directly linked to the Basic Education Data (Dapodik), making it difficult to increase the quota. “It is impossible for anyone to dare to add quotas outside the established guidelines. The risk, if someone is not entered into Dapodik, is that they will not receive BOS funding, will not get a diploma, and so on, and we have also conveyed this to the regions,” said Gogot. Nevertheless, Gogot invited the public to be proactive if they find any suspected cheating in SPMB. He asked that such findings be reported immediately. “I will gladly accompany to ensure that cheating incidents do not recur,” he said. Based on Kemendikdasmen data, there are around 9.4 million students who will transition levels from kindergarten to primary school (TK to SD); primary to junior secondary (SD to SMP); and junior secondary to senior secondary (SMP to SMA) in this year’s SPMB implementation. There are four admission pathways in SPMB: domisili, afirmasi, prestasi, and mutasi. The domisili pathway receives the largest portion, while the mutasi pathway is limited to a maximum of five percent of the school’s capacity. The following is a breakdown of the quota percentages for each SPMB admission pathway: Domisili Pathway SD: at least 70 percent of the school’s capacity. SMP: at least 40 percent of the school’s capacity. SMA: at least 30 percent of the school’s capacity. Afirmasi Pathway SD: at least 15 percent of the school’s capacity. SMP: at least 20 percent of the school’s capacity. SMA: at least 30 percent of the school’s capacity. Prestasi Pathway SMP: at least 25 percent of the school’s capacity. SMA: at least 30 percent of the school’s capacity. Mutasi Pathway: Maximum of 5 percent of the school’s capacity for SD, SMP, and SMA.
