How Can a Private Party Promise to Alter a BPK Audit for Muara Enim Regency? The KPK Explains

The Corruption Eradication Commission (KPK) has named a private individual, Augusz Dewanggara, also known as Angga (AGG), as a suspect in a bribery case resulting from a sting operation targeting several state civil servants from the Supreme Audit Agency (BPK). Angga is identified by the KPK as the bribe recipient in this matter. This was revealed by KPK Director of Investigation Achmad Taufik Husein during a press conference at the KPK’s Merah Putih building in Kuningan, South Jakarta, on Thursday. Taufik explained that Angga, acting as a private party, received a bribe from the Muara Enim Regency Government to alter BPK audit findings. Taufik stated that at the time, the BPK had discovered findings regarding the procurement of smart boards at the Muara Enim Regency Education and Culture Office that exceeded the materiality threshold in the financial audit report. Consequently, the Regent of Muara Enim, Edison, instructed his subordinates to handle the BPK findings. ABN (Abi Nurwardani), in his capacity as Secretary of the Education and Culture Office in 2026, met with AGG through an intermediary, a private party named MYN (Mulyono). During the meeting, ABN and AGG negotiated the fee required to alter the BPK’s audit findings. Taufik further explained that Angga, the private actor, coordinated with suspect Titin Rita Lestari (TTN), a state civil servant and technical controller, to follow up on altering the BPK audit results. According to Taufik, Angga received a fee of Rp 100 million from Abi as a facilitation payment to change the BPK audit results. Regarding AGG’s capacity as a private party, he acted together with TTN, a state official serving as the technical controller holding the structural position of Sub-directorate Head at the South Sumatra Representative Office. Taufik elaborated that this led to cooperation between AGG and TTN to address a request from the Muara Enim Regency Government to condition the BPK’s findings related to the smart board procurement project at the Education Office. In naming Angga, a private individual, as a bribe recipient in this case, the KPK is charging him under Article 20 of Law Number 1 of 2023 concerning the Criminal Code, which addresses participation in criminal acts. The KPK has named five individuals as suspects in the alleged bribery case flowing from the Muara Enim Regency Government to the BPK. The KPK has seized evidence including documents, a car, electronic evidence, and Rp 200 million in cash. The suspects in this case are: 1. Angga, a private party; 2. Titin Rita Lestari, a state civil servant and Technical Controller; 3. Edison, the Regent of Muara Enim; 4. Cory Erin Hardi, a marketing executive at PT Millenium Solusi Abadi; 5. Fika, a director of PT Millenium Solusi Abadi. Angga and Titin are charged under Article 12 a or b, or Article 11 of the Corruption Eradication Law, in conjunction with Article 606 paragraph (2) of Law Number 1 of 2026 on Penal Adjustments and Article 20 letter c of Law Number 1 of 2023 on the Criminal Code. Meanwhile, Edison, Cory, and Fika face charges under Article 605 letter a and/or letter b of Law Number 1 of 2026 on Penal Adjustments, and/or Article 606 paragraph (1) of Law Number 1 of 2026 on Penal Adjustments, in conjunction with Article 20 letter c of Law Number 1 of 2023 on the Criminal Code.
