Jakarta (ANTARA) – PT Bank Tabungan Negara (Persero) Tbk (BTN) is continuing to strengthen its contribution to the Three Million Homes Programme by expanding access to financing and introducing innovations in the housing sector. In addition to distributing subsidised mortgages under the Housing Finance Liquidity Facility (FLPP) scheme, BTN is optimising its Housing Programme Credit (KPP) and developing financing solutions to increase the availability and affordability of homes for the public.

Housing and Settlement Areas Minister Maruarar Sirait praised these efforts at a meeting in Jakarta on Monday (2 November 2026) with BTN President Director Nixon L.P. Napitupulu and the bank’s board of directors.

“BTN has come up with good new innovations to support faster progress on FLPP-subsidised housing,” Maruarar said.

The minister also praised BTN’s contribution to the national housing programme, particularly through the distribution of FLPP and KPP financing.

“I am grateful for BTN’s achievements in supporting the Housing and Settlement Areas Ministry’s programmes, particularly FLPP-subsidised homes and the Housing Credit Programme,” he said.

Accelerating the Three Million Homes Programme requires collaboration between the government, the Public Housing Savings Management Agency (BP Tapera), developers and the banking industry. FLPP financing is distributed through several banks, including BTN and Bank Syariah Nasional (BSN), making wider access to subsidised homes a shared effort within Indonesia’s housing finance ecosystem.

Beyond FLPP, BTN is supporting the development of the housing ecosystem through KPP, which finances both supply and demand. According to previously published disbursement data, BTN has provided a cumulative Rp7.4 trillion in KPP financing, comprising Rp5.4 trillion for supply and Rp2 trillion for demand.

One initiative BTN is developing is Home Power, an additional financing scheme to help people meet their household needs and make their homes more ready to occupy. The programme is being piloted in Bogor, initially covering 40 homes.

BTN President Director Nixon L.P. Napitupulu said that under the scheme, developers first complete construction of the homes. BTN can then provide additional financing of up to 30 per cent of the initial loan limit for furnishings or other home equipment, in accordance with applicable financing rules.

“We want to ensure that people can not only buy a home, but also afford to complete what they need inside it. That is why we are offering financing at affordable interest rates, so people do not have to seek loans elsewhere at higher rates,” Nixon said.

In addition to financing new homes, BTN is developing KPR Recycle as an alternative way to bring existing homes back into use and market them to the public.

Nixon said BTN was preparing around 30,000 homes for resale through the programme. Refurbishment is part of the preparations to ensure the properties can again serve as decent homes.

“Before they are marketed, we will make sure they are repaired, from repainting to fixing roofs and walls, so they are once again fit to live in and look as good as new,” Nixon said.

On the demand side, BTN is also broadening its community-based financing approach by exploring partnerships with social organisations, including the central boards of Muhammadiyah and Nahdlatul Ulama (PBNU).

BTN is preparing the RumahMU, or Muhammadiyah Homes, programme with Muhammadiyah to address housing needs among teachers and employees at Muhammadiyah schools, hospitals, foundations and universities. The programme is scheduled to be introduced in Palu on 12 November 2026, during Muhammadiyah’s Tanwir meeting.

“By targeting communities that already have their own ecosystems, we hope financing can be distributed in a more focused way, including in terms of administration and instalment payments,” Nixon said.

BTN is also supporting the development of housing in urban areas with access to public transport, including a housing project in Manggarai, Jakarta.

Nixon said around 1,500 people had registered their interest in the project. Its development is awaiting the completion of the permitting process by state railway company KAI before it can proceed to the next stage.

“We see strong interest in housing in the city centre, particularly homes close to transport links,” he said.

By strengthening FLPP and KPP and pursuing these financing innovations, BTN is seeking to expand public access to decent, affordable housing. Collaboration with the Housing and Settlement Areas Ministry, BP Tapera, participating banks, developers and other stakeholders will be key to accelerating the Three Million Homes Programme sustainably.
