First, state revenue must be collected fairly, without weakening public purchasing power or the sustainability of the business sector. The state must optimise revenue collection, but must also distribute the burden equitably.

Second, state spending must be of increasingly high quality, well targeted, and results-oriented.

Third, the deficit and debt must be managed carefully, measurably, and responsibly. Every financing decision must be assessed based on its benefits, risks, and burden for future generations.

“Today’s policies must not leave an unfair burden for future generations,” Puan said in her speech at the DPR Plenary Meeting for the Submission of the 2027 State Budget Bill at the Nusantara Building, Parliament Complex, Senayan, Central Jakarta, Friday (14/8/2026).

Fourth, transfers to the regions must genuinely strengthen public services, local economies, and equitable development.

“The State Budget is not merely about figures and programmes. For the people, what is remembered is not the size of the numbers in the budget, but how much the budget is able to change people’s lives for the better,” Puan explained.

“Therefore, the measure of our success in drafting the State Budget is the extent to which policies, programmes, and budgets are able to open the way for the people to live better lives,” Puan asserted.
