House Pushes for Full-Time PPPK Teachers, Proposes Minimum Salary of IDR 7 Million

Deputy Chairman of Commission XI of the House of Representatives (DPR), Lalu Hadrian Irfani, has urged the government to ensure that teachers holding the status of Government Employees with Work Agreements (PPPK) can be appointed as full-time PPPK. He also pushed for a minimum teacher salary of IDR 7 million.

He explained that the legal mandate does not recognise part-time or full-time schemes for PPPK teachers. Nevertheless, Hadrian stated that the appointment of PPPK teachers must consider the country’s fiscal condition.

“This PPPK status should no longer have full-time and part-time distinctions, just PPPK. Secondly, we are still short of more than 561,000 teachers,” he said at the Parliament Complex in Jakarta on Tuesday (30/6).

He clarified that Law Number 20 of 2023 concerning the State Civil Apparatus (ASN) stipulates that ASN only consists of civil servants (PNS) and PPPK, and this applies to the teaching profession as well.

His party has already discussed the matter with the Minister of Primary and Secondary Education regarding the opening of new formations to accommodate the shortage of teaching staff. For teacher recruitment, Hadrian explained, the government has already calculated the budget when opening formations. Indonesia currently needs 561,000 teachers, which is expected to be met through the opening of CPNS formations and the conversion of part-time PPPK teachers to full-time PPPK status.

“God willing, from the budget posture we have for 2026, it is more than sufficient to appoint or open these CPNS formations, including appointing PPPK,” he said.

He admitted to having received information that the minimum salary for both PPPK and PNS teachers would be IDR 7 million per month. This figure is higher than the initial proposal from Commission X of the DPR, which pushed for a minimum salary of IDR 5 million per month. “The proposal given by Commission X of IDR 5 million has been responded to by the government, and we appreciate it,” he concluded.
