House Presses Hajj Ministry to Tighten Regulations After 32 Named Suspects and Rp116.7 Billion in Losses
Jakarta, VIVA – Violations in the organisation of the hajj pilgrimage have once again come under scrutiny. Dini Rahmania, a member of Commission VIII of the House of Representatives (DPR RI), has urged the Ministry of Hajj and Umrah (Kemenhaj) to tighten the rules governing hajj organisation following the uncovering of dozens of violation cases during the 2026 hajj season.
The call comes after the Law Enforcement Sub-Task Force of the Hajj and Umrah Task Force revealed dozens of cases involving thousands of victims, with losses amounting to hundreds of billions of rupiah.
According to Dini, the prevalence of violations is proof that loopholes remain in the system, which are being exploited by irresponsible parties. She therefore believes the government must take more effective preventive measures so that similar incidents do not recur every year.
“We cannot merely count the number of victims each hajj season without presenting solutions that genuinely protect the public,” Dini said in Jakarta on Tuesday, 14 July 2026.
DPR Asks Kemenhaj to Be More Proactive
Dini asked Kemenhaj not to simply wait for public reports or act only after victims emerge. In her view, the ministry that will handle hajj and umrah affairs needs to introduce more concrete policies to prevent hajj organising practices that breach the rules.
She believes public protection must begin from the registration process through to the completion of the entire pilgrimage. In this way, prospective pilgrims will not fall victim to fraud or irresponsible operators.
According to Dini, preventive measures must be a priority so that the public retains legal certainty and security when undertaking the hajj or umrah pilgrimage.
Oversight of Operators Needs Strengthening
In her view, there are a number of steps Kemenhaj should take immediately to strengthen protection for prospective pilgrims.
These include:
Tightening the oversight system for hajj operators.
Strengthening the verification process for official operators.
Expanding publicity about operators that hold official licences.
Providing a fast and responsive complaints channel.
Improving public education so that people are not easily tempted by illegal hajj offers.
According to Dini, these measures are important to close the space for hajj organisation practices that do not comply with regulations and to prevent the public from becoming victims.
