House Opens Door to Drafting LGBT Bill: If Academic Paper Allows, It Can Be Proposed

The House of Representatives (DPR) has opened the possibility of drafting a bill on LGBT issues, with Commission VIII Chairman Marwan Dasopang stating that any legislative proposal must be based on a robust academic study. He emphasised that the drafting of a law must not violate human rights and should be preceded by a comprehensive academic paper. ‘Yes, to make a law there must be an academic paper. That paper will contain studies, including public opinion from those who have witnessed or felt the impact,’ Marwan said at the Parliament Complex in Senayan, Jakarta, on Monday, 6 July 2026. According to him, if the academic study indicates a need for regulation through legislation, the proposal can be submitted in accordance with prevailing legislative mechanisms. ‘If the academic paper allows it, I think it could be proposed. The proposal to draft a law can also come from the public,’ he stated. The PKB politician explained that every law must go through established processes and mechanisms. Therefore, any regulatory proposal concerning LGBT must undergo stages of study, formulation, and deliberation between the DPR and the government. He noted, however, that no party has yet formally proposed a specific LGBT law. This discussion follows President Prabowo Subianto’s issuance of Presidential Regulation Number 111 of 2025 on General Defence Policy for 2025–2029, which identifies the spread of LGBT culture as an example of a non-military threat to the state.
