House of Representatives Urges Government to Immediately Restore Regional Transfer Funds for West Sumatra
Member of House Commission II from the NasDem faction, Cindy Monica, has called on the central government to immediately realise the restoration of Regional Transfer Funds (TKD) for West Sumatra Province. She stated that the government has yet to issue technical guidelines or official procedures regarding the TKD restoration.
According to her, this lack of clarity has the potential to hamper the regional recovery process, particularly following disasters that struck several areas in West Sumatra.
"There are no technical guidelines yet, no official procedures. I stress that the TKD restoration must not merely serve as a narrative to placate public complaints," Cindy said in a NasDem Party statement on Saturday, 21 February 2026.
Cindy's remarks were delivered during a joint meeting with the West Sumatra Provincial Government in Padang on Friday, 20 February 2026.
Cindy assessed that the absence of clear regulations has left regional heads in a state of anxious uncertainty. Meanwhile, in the post-disaster situation, local governments are working hard to restore public services and revive the economy.
"This must not add to the burden on the regions. West Sumatra needs certainty and speed, not promises without realisation," she said.
As a follow-up measure, Cindy stated that House Commission II would bring this matter to the Chair of the Disaster Management Task Force in the House of Representatives for immediate cross-ministerial and institutional action.
"This step is expected to accelerate the issuance of technical guidelines whilst ensuring the TKD restoration is genuinely realised and its benefits felt by the people of West Sumatra," she said.
Finance Minister Purbaya Yudhi Sadewa had previously stated that the government would distribute an additional Rp 10.65 trillion in regional transfer funds for Aceh, North Sumatra, and West Sumatra. The amount was in accordance with the proposal from the Minister of Home Affairs.
The additional TKD will be distributed in phases over three months, from February to April 2026. "Starting in February at 40 per cent, March at 30 per cent, and April at 30 per cent," Purbaya said during a coordination meeting of the Post-Disaster Recovery Task Force for Sumatra at the House of Representatives complex on Wednesday, 18 February 2026. Thus, the additional TKD disbursement by the end of February would reach Rp 4.3 trillion.
All TKD allocations for disaster-affected provinces have been increased. The additional allocations comprise settlement of revenue-sharing fund (DBH) underpayments, additional DBH, general allocation funds, and special autonomy funds for Aceh.
