House of Representatives Urges Government Not to View PPPK as Budgetary Burden

Indrajaya, a member of Commission II of the DPR RI, stated that Government Employees with Work Agreements (PPPK) should be viewed as national assets rather than a burden on the State Budget (APBN). He emphasised the importance of ensuring work sustainability for both full-time and part-time PPPK staff who have already been appointed.

Speaking in Jakarta on Tuesday, Indrajaya noted that recent discussions between Commission II and the Minister of Administrative and Bureaucratic Reform provided some clarity regarding the transition period for personnel expenditure, which is capped at 30 per cent of regional budgets (APBD). Currently, many local governments are struggling to pay PPPK salaries due to limited fiscal capacity. He noted that the current policy provides space for local governments to maintain optimal public services while gradually restructuring civil servants.

Indrajaya argued that the status of honorary workers and PPPK, which has been a long-standing struggle, should not be hindered by regional fiscal issues. He highlighted that these workers have dedicated themselves to various public service sectors. He urged the government to promptly issue a Government Regulation (PP) on ASN Management to provide career certainty, welfare, social protection, and competency development for PPPK staff.

This group includes teachers, healthcare workers, extension officers, and other basic service personnel. “They are the spearhead of public services. Therefore, the presence of teachers, healthcare workers, extension officers, and other basic service personnel must be positioned as an investment in human development, not merely a component of personnel expenditure,” Indrajaya said.
