House of Representatives Urges Easier Access to Digital Population Identity

Member of Commission II of the Indonesian House of Representatives (DPR RI) Dr HM Taufan Pawe has emphasised the importance of ensuring the digitalisation of population administration (adminduk) through the Digital Population Identity (IKD). He does not want it to become an obstacle for the public in obtaining services and social protection programmes.

According to Taufan, digitalisation must be positioned as an instrument to make things easier for the public, not as a requirement that indirectly closes off citizens’ access to government assistance. This is because not all social assistance recipients have smartphones, stable internet connections, digital literacy, or the ability to carry out authentication independently.

“Digital Population Identity must make things easier, not become an obstacle,” said Taufan in a press release in Jakarta on Sunday (16/8/2026). He explained that digital channels and offline services must run side by side. The digital route can utilise IKD, system verification, and independent authentication.

Meanwhile, the offline route remains necessary through electronic ID cards (KTP-el)/NIK, face-to-face services, assisted verification, and proactive outreach services. Taufan believes this approach is important because the accuracy of social protection distribution is determined not only by the size of the budget allocation, but also by the system’s ability to answer the question.
