House of Representatives Reveals Reasons for Not Releasing Cybersecurity Bill Draft to Public

The House of Representatives (DPR) has explained why the draft of the Cybersecurity and Resilience Bill (RUU KKS) has not been disseminated to the public. The reason given is a desire to first finalise the bill’s substance. Deputy Chairman of Commission I DPR, Dave Akbarshah Fikarno Laksono, explained that this step was taken to prevent misunderstandings, as the drafting process remains dynamic. “If an unfinished draft circulates, it is feared it could cause misunderstandings or speculation,” Dave said at the Parliament Complex on Tuesday, 30 June 2026. He urged the public to be patient while the drafting process is being refined, noting that the DPR is still conducting public hearings with cybersecurity experts to gather strategic input. Dave claimed that, in principle, the drafting of the RUU KKS is aimed at strengthening the national cybersecurity system amidst massive threats. “Commission I DPR ensures that every provision of this bill is in line with democratic principles and respects citizens’ rights,” said the Golkar Party politician. The discussion of the RUU KKS was resumed by the DPR after receiving the problem inventory list (DIM) from the government on Monday, 29 June 2026. Deputy Minister of Law, Edward Omar Sharif Hiariej, who represents the government, stated that the bill is important to discuss in order to face cyber threats and crimes. There are at least 10 substances to be discussed in the RUU KKS, ranging from the establishment and provisions of critical information infrastructure (IIK), strengthening the government’s role, implementing technical audits, to criminal provisions to regulate core cyber crimes. The RUU KKS was first introduced by the DPR in mid-July 2019. At that time, the DPR reasoned that the drafting of the RUU KKS was intended to evaluate state cybersecurity and resilience, as well as to increase competitiveness and cyber innovation in the development of the digital economy. DPR member Junico Siahaan said the RUU KKS is increasingly urgent to discuss amidst massive cyber attacks and the development of artificial intelligence (AI) technology. The RUU KKS is included in the 2026 Priority National Legislation Programme (Prolegnas). “It is crucial for the country to have a law on cybersecurity and resilience,” Nico said on Monday, 11 May 2026. After forming the RUU KKS Working Committee, Commission I Chairman Utut Adianto requested that the draft prepared by the government not be published. His reasoning was concern that the spread of the draft could potentially cause hoaxes. Utut continued that the DPR will open the RUU KKS draft to the public once it reaches the discussion stage. “If it is needed, we will give it to the public,” said the PDIP politician on Monday. He also reminded that the discussion of the RUU KKS should not be rushed because several substances are still considered to have gaps. “This is new. A new law must be taken very seriously,” he said.
