House of Representatives Reveals Luxury Buildings in Cibinong Prison Only to Receive Permits in 2026
Rieke Pitaloka, a member of Commission XIII of the House of Representatives (DPR RI), has labelled the luxury buildings within the Cibinong Class IIA Prison as illegal structures. Rieke noted that the permits for these buildings are only scheduled to be issued in 2026.
“These are illegal buildings, and the usage permits themselves will only be released in 2026. There is no need to investigate when they were first built; it is clear that these must be demolished as illegal structures,” said Rieke during a working visit to the Cibinong Class IIA Prison in Bogor on Wednesday (30/09).
Echoing this sentiment, the Inspector General of the Ministry of Immigration and Correctional Services (Kemenimipas), Rudi Setiawan, revealed that their internal investigation confirmed the luxury buildings are indeed unauthorised.
“These buildings were not funded by the State Budget (APBN). They were self-funded. Furthermore, they are not registered under any State-Owned Enterprise (BUMN) and do not possess building permits,” stated Rudi.
On the other hand, the Deputy Chairman of Commission XIII, Sugiat Santoso, noted that 10 out of the 13 luxury buildings are not part of the assets owned by the Ministry of Immigration and Correctional Services.
Sugiat also pointed out that these unauthorised buildings are situated along the banks of the Ciliwung River, which he claims violates existing regional spatial planning (RT/RW) regulations.
“They are not part of the official assets, and being built on the riverbank is inconsistent with the existing spatial planning regulations,” he said.
The DPR RI has agreed to hold a hearing (RDP) with the Ministry of Immigration and Correctional Services on Monday (05/10) to follow up on the internal inspection results regarding the luxury prison facilities.
Previously, Commission XIII of the DPR RI conducted a working visit to the Cibinong Class IIA Prison in Bogor. The team inspected the luxury buildings one by one, following findings previously reported by the Ombudsman.
Inside these structures, various residential facilities were found to be fully equipped, including refrigerators, televisions, beds, and sofas. Commission XIII also discovered several bottles of beer inside a refrigerator in one of the units.
Following these findings, Commission XIII urged the immediate demolition of the unauthorised luxury buildings. They have requested the Ministry of Immigration and Correctional Services to carry out the demolition without delay.
The demolition, involving large excavators, is being pushed by Commission XIII of the DPR RI to ensure non-discriminatory treatment for all inmates.
