House of Representatives Asserts 90 Per Cent TNI Performance Allowance Increase Does Not Impede Budget Efficiency
Jakarta, VIVA – Commission I of the House of Representatives (DPR RI) has assessed that President Prabowo Subianto’s decision to increase performance allowances (tukin) for Indonesian National Armed Forces (TNI) personnel and civil servants (ASN) within the Ministry of Defence by up to 90 per cent does not contradict the government’s ongoing budget efficiency policies.
The Vice Chairman of Commission I, Dave Laksono, stated that budget efficiency policies essentially aim to ensure that all state spending is targeted accurately. Therefore, the increase in performance allowances is considered consistent with the spirit of efficiency, provided that implementation is measured and takes the country’s fiscal condition into account.
According to Dave, efficiency does not mean cutting all government expenditures, but rather eliminating budgets that do not provide maximum benefits. “Efficiency aims to ensure that every rupiah of the budget is used more precisely and provides optimal benefits,” said Dave on Friday, 31 July 2026.
He emphasised that the increase in performance allowances does not conflict with the principles of efficiency if it is granted based on performance, adjusted to job responsibilities, and remains mindful of the state’s financial capacity. “Therefore, the increase in performance allowances is not contrary to the spirit of efficiency as long as it is implemented in a measurable, performance-based manner, and continues to consider the country’s fiscal capabilities,” he added.
The policy is seen as a way to strengthen the professionalism of TNI personnel. Dave noted that the government’s policy to raise performance allowances serves as a momentum to enhance professionalism, discipline, and the quality of work for both TNI soldiers and civil servants within the Ministry of Defence. He believes that improved welfare will lead to increased work motivation, integrity, and personnel productivity in performing state duties.
He expressed confidence that the policy will have a positive effect on strengthening the national defence institution, especially in facing evolving security challenges. “Commission I of the DPR believes this policy will contribute positively to strengthening national defence while supporting the realisation of a defence institution that is increasingly modern, adaptive, and professional,” said Dave.
The increase in performance allowances is regulated under two Presidential Regulations (Perpres). President Prabowo Subianto officially established the increase for TNI personnel and Ministry of Defence civil servants through Presidential Regulation Number 42 of 2026 concerning Performance Allowances for Employees within the Indonesian National Armed Forces.
