Is there a ruling that forbids citizens from building houses on their own land?

The land was certified and the construction permit and recommendation had been obtained from the Tangerang regional administration.

What happened was that both the sub-district head of Pondok Ranji, Haj Abdullah, and Ciputat district head Effendi Arsyad had banned local residents from constructing houses on their own land. The reason given to the residents was that the Pondok Ranji village had been designated as a real estate complex.

Is this a veiled threat to villagers in order to spur a cover up of the land clearance transaction?

We would like to hear a comment from the home affairs ministry. We want justice to be upheld and clean government to materialize.
