House Commission XIII Asks Human Rights Ministry to Restructure 2027 Budget
Jakarta (ANTARA) - Commission XIII of the Indonesian House of Representatives (DPR RI) has postponed a decision during a budget working meeting with the Ministry of Human Rights (HAM) and requested the ministry to restructure its budget posture for 2027. The move was confirmed by Commission XIII Chairman Willy Aditya following the session held at the parliamentary complex in Jakarta on Wednesday.
Based on the presentation by Minister of Human Rights Natalius Pigai, Willy Aditya noted that the direction of the ministry’s budget remains more dominant for management support, while the allocation for programmes is actually smaller.
“Programme support must be more dominant in a modern organisational structure. The service should not be more inwardly focused, where the peg is larger than the pole, so to speak. This is certainly our note on how the allocation of budget items can be truly on target,” Willy stated after the meeting.
He elaborated that the Ministry of Human Rights proposed an indicative budget ceiling of Rp3.9 trillion for 2027. However, the Ministry of Finance and the Ministry of National Development Planning provided an indicative budget ceiling of Rp728 billion for the Ministry of Human Rights.
The breakdown of the indicative budget ceiling of Rp728 billion includes Rp480 billion for management support and Rp248 billion for programmes supporting the advancement and enforcement of human rights.
On the other hand, the Ministry of Human Rights also submitted a request for an additional Rp500 billion for the 2027 budget to Commission XIII. Part of this additional budget request is intended for the construction of several regional offices.
“It is true, the Ministry of Human Rights is a new institution and needs infrastructure development, but in our estimation, not office infrastructure,” he stated.
He also said that the Ministry of Human Rights must finalise the 2027 budget plan before 17 June 2026. When it comes to substantive programmes, Willy offered full legislative backing.
“If we are talking about programmes, we fully support them. We are all human rights fighters here, especially for the advancement of human rights. Even if they ask for Rp1 trillion, we will support it, but it must be for the advancement of human rights with a programme that is clear and clean,” he concluded.
