House Commission XIII Approves Rp25.3 Trillion Budget for Immigration and Corrections Ministry in 2027
Jakarta (ANTARA) - Commission XIII of the House of Representatives (DPR) has approved the budget ceiling for the Ministry of Immigration and Corrections (Kemenimipas) for 2027 at Rp25.3 trillion. The budget is an accumulation of the indicative ceiling set by the Ministry of Finance and the National Development Planning Agency (Bappenas) of Rp20.1 trillion, plus an approved additional budget proposal of Rp5.2 trillion.
“The total indicative ceiling and approved additional budget proposal for Kemenimipas 2027 is Rp25,358,167,156,000,” said Deputy Chairman of Commission XIII Rinto Subekti during a working meeting at the Parliament Complex in Jakarta on Wednesday. Rinto stated that the additional budget proposal submitted by Kemenimipas was approved, partly due to considerations regarding the implementation of immigration work in hard-to-reach areas. “The hardship allowance for officers at the outermost borders was mentioned earlier, and I strongly agree,” he said.
Meanwhile, Minister of Immigration and Corrections Agus Andrianto explained that the indicative ceiling for his ministry for the next year was set at Rp20,122,725,861,000, with details comprising Rp7.4 trillion for personnel expenditure, Rp1.6 trillion for capital expenditure, and Rp11.08 trillion for goods expenditure. Agus clarified that the formulation of the 2027 ceiling is directed at addressing various strategic challenges faced by the ministry, such as strengthening border security, improving the protection of Indonesian citizens abroad, and implementing the new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP).
“Strengthening the function of correctional centres, handling overcrowding, improving the quality of inmate rehabilitation, digital transformation, strengthening internal oversight, and continuous human resource competency development,” he added. The indicative ceiling for Kemenimipas has increased compared to the 2026 figure of Rp18.28 trillion. Nevertheless, Agus noted that the budget requirements to fully support all the ministry’s duties and functions have not yet been entirely accommodated. Consequently, Kemenimipas submitted an additional budget proposal of Rp5,235,441,295,000.
Agus detailed that the additional budget proposal is allocated for personnel expenditure of Rp1.087 trillion, operational expenditure of Rp780.4 billion, and expenditure to support the implementation of duties and functions of Rp197.8 billion. Regarding the duties and functions expenditure, Agus explained that the budget is allocated to guarantee the fulfilment of basic needs for 311,138 inmates, including food, healthcare services, and clothing. “Meeting these needs is a state obligation that must be carried out continuously to maintain humanitarian conditions, health, as well as security and order in prisons, detention centres, and special child development institutions (LPKA),” he said. Furthermore, the additional budget is also allocated for management support of Rp417.35 billion, capital expenditure of Rp1.38 trillion, law enforcement and services of Rp1.36 trillion, and national priority agendas of Rp5.49 billion.
