House Commission IX Receives Labour Union Input on Manpower Bill

The House of Representatives (DPR) Commission IX has received input from the Grand Coalition of the Indonesian Labour Struggle regarding the Manpower Bill. The proposals will be brought to the bill’s working committee for discussion. The meeting took place at the Parliament Complex in Senayan, Jakarta, on Wednesday (29/7/2026). The labour coalition submitted a draft proposal to several DPR factions, including PDIP, which was received by Commission IX members Pulung Agustanto and Sihar Sitorus. At the PKB faction, the draft was received by Deputy Chair of Commission IX Nihayatul Wafiroh, while at NasDem it was received by Commission IX member Irma Suryani Chaniago, and at Gerindra by Commission IX member Obon Tabroni. Irma stated that the input from labour unions would serve as material for the DPR’s deliberations in drafting the Manpower Bill. She noted that the unions presented numerous proposals. “There were quite a lot, related to outsourcing, fixed-term employment contracts (PKWT), permanent employment contracts (PKWTT), wages, and others,” Irma said. Irma explained that the working committee is currently discussing the academic paper. She emphasised that all input from various parties is important. “Currently, we are discussing the academic paper in the working committee for the Manpower Bill,” she said. “Of course, all input from labour unions, academics, and companies will be discussed to strengthen this law so it is constructive for all parties, both employers and workers,” she continued. A representative of the Grand Coalition of the Indonesian Labour Struggle and Vice President of KSPSI, Ahmad Supriadi, said the submission of the draft is an initial step in building communication with all DPR factions. Supriadi hopes the proposals will be discussed. “We hope all DPR factions can study and accommodate the substance we are proposing,” Ahmad said. In the draft, the labour coalition proposed 16 main points, ranging from regulations on layoffs, severance pay, contract work systems, outsourcing, wages, sectoral wages, foreign workers, to supervision and sanctions. “The 16 points we submitted are fundamental issues that have been a concern for workers. We want a Manpower Law that provides legal certainty, protection, and welfare for all Indonesian workers,” he said. “We want the process of drafting the Manpower Law to be participatory. Workers must be involved from the beginning because we are the ones who will directly feel the impact of the regulation,” he added.
