House Commission IX Leaders and Members Question BGN's Unqualified Opinion on 2025 Budget

Leaders and members of the House of Representatives (DPR) Commission IX have criticised the Unqualified Opinion (WTP) obtained by the National Nutrition Agency (BGN) for its 2025 financial report. They questioned how the opinion aligns with the agency’s budget absorption.

The first criticism came from Commission IX member Muazzim Akbar, who even accused the WTP achieved by BGN in 2025 of being fabricated. “BGN is extraordinary, so we need a serious discussion today. First, I would like to respond to the fact that it has received a WTP, but the average budget realisation is only 59 percent. How can it be WTP but the budget realisation is only that much? Perhaps the WTP was fabricated,” Muazzim said during a meeting with BGN at Commission IX of the DPR, Senayan, Jakarta, Friday (17/7/2026).

Criticism also came from another Commission IX member, Netty Prasetiyani. She urged BGN not to be satisfied with the WTP achieved in 2025. “From the presentation, I see that we should not only be satisfied with the Unqualified Opinion obtained by BGN, but we need confirmation of the programme’s performance achievements within the community,” Netty stated.

Furthermore, Commission IX member Heru Tjahjono also highlighted the WTP opinion obtained by BGN. He requested that the notes accompanying the WTP be resolved by the agency. “Mrs Arum used to be at BPKP. In our view, when you get a WTP, if I recall correctly, there was an interim audit in November, findings were corrected in January, the interim was corrected, then a detailed examination in the third interim. After that, notes emerged in the Audit Result Report that must be resolved within 30 days times two, so 60 days,” Heru said. He urged BGN to pay attention to these notes. “What we mean is, regarding this WTP, if we look at the report you presented, there are arrears, there is carry-over, there are payments that must be made next year, including notes. I am not asking about the notes, Mr Trenggono, but please resolve the notes quickly so the issues are settled,” he said.

Further notes for BGN came from the Deputy Chairperson of Commission IX, Yahya Zaini. He questioned the basis for granting the WTP opinion to BGN. “I question this, what is the basis for BGN receiving a WTP?” Yahya pressed. He was puzzled because BGN’s budget absorption was only 60 percent. Additionally, Yahya highlighted that BGN did not include notes from the Supreme Audit Agency (BPK). “Meanwhile, the absorption is only 60 percent and there are many problematic findings in it, such as the procurement of electric motors and so on,” Yahya said. “Usually, every BPK examination has notes, notes as a follow-up to findings obtained from the examination or audit. Here, it is not mentioned, the findings are not presented. In other ministries and institutions, they are usually presented, Madam, regarding assets, programmes, and so on,” he added.
