JAKARTA, KOMPAS.com - House of Representatives Commission III supports the recommendation of the Police Reform Acceleration Commission to maintain the position of the Indonesian National Police (Polri) directly under the President, and there is no need to establish a new ministry to oversee it.

Deputy Chairman of Commission III Ahmad Sahroni stated that the position of Polri under the President is already appropriate and cannot possibly be placed under a ministry.

“It is already very appropriate that Polri is under the President and the appointment system is also through the DPR. Two years ago, I already said that Polri cannot be under a ministry; that is very impossible,” Sahroni said when contacted on Wednesday (6/5/2026).

“It must be like that; it is already correct. Indeed, from the beginning, the DPR is a symbolisation of the people’s sovereignty, as in our constitution Article 2 that sovereignty lies in the hands of the people and the people’s sovereignty is in the DPR, so the appointment of the Police Chief must receive validation through the DPR,” said Rudianto.

“A state instrument when selecting its head must obtain two validations from branches of power, namely the executive proposed by the President, but approved by the legislature in this case the DPR RI through Commission III,” he said.

Meanwhile, Rudianto said that the idea of placing Polri under a ministry is not in line with the constitution.

He even called the idea an attempt to degrade the institutional status of Polri as a state instrument.

“Because in the constitution, Polri is positioned as a state instrument that maintains security and order, serves, protects, nurtures society, and enforces the law. Therefore, it must be directly under the control of the head of state,” he stated.

“The attempt to place Polri under a ministry is an effort to degrade and derogate Polri, and in my opinion, it is not in accordance with the constitution,” he concluded.

“Regarding the position of Polri, it remains as it is now; Polri is directly under the President,” said Coordinating Minister for Law, Human Rights, Immigration and Correctional Services Yusril Ihza Mahendra after a commission meeting with President Prabowo Subianto at the Presidential Palace Complex in Jakarta on Tuesday (5/5/2026) afternoon.

Yusril said that the commission also does not recommend the formation of a special ministry to carry out Polri’s duties or placing Polri under an existing ministry.

“No Ministry of Security or Ministry of Police is to be formed, or placing the police under the umbrella of an existing ministry; Polri remains directly under the President,” he stated.

This decision was made by Prabowo after being presented with two alternatives by the Police Reform Acceleration Commission, namely the police chief appointed directly by the President or through DPR approval.

“Whether the appointment of the police chief is directly appointed by the President, or the President proposes one or two or more names to the DPR and the DPR is asked for approval then the President appoints them; there are two opinions,” said Yusril.

“The President has chosen that he will continue to follow what is currently in place,” he added.
