House Commission III Discusses Lawyer Bill: A Second Renaissance for the Legal Profession

JAKARTA, KOMPAS.com - House Commission III is discussing the Lawyer Bill, which is expected to serve as a momentum for strengthening and reviving the advocate profession in Indonesia.

House Commission III held a public hearing (RDPU) on Monday (20/4/2026) to receive input regarding the strengthening of the advocate profession within Law Number 1 of 2023 on the Criminal Code (KUHP) and the Lawyer Bill.

“Today we are discussing our plans to form a new Lawyer Law. Because in our view, it’s time for this, sir. I want this to become the second renaissance moment for the advocate profession,” said Habiburokhman, Chairman of Commission III, opening the RDPU, quoted from the Youtube broadcast of TVR Parlemen, on Monday.

He explained that Law Number 18 of 2003 on Advocates is now approximately 23 years old.

“Now there are probably many things in the Advocate Law that are no longer relevant or need to be improved again. So that the advocate profession as representatives of the people who have legal problems,” said Habiburokhman.

However, he acknowledged that the profession, which bears a great responsibility, has not yet received maximum attention from the state.

“The easiest example, I don’t see any other profession that is required to have the obligation to do pro bono work. Lawyers are not paid, but there is an obligation to do pro bono advocacy,” said Habiburokhman.

Therefore, Commission III involves all elements of advocates in the preparation and discussion of the Lawyer Bill.

“I ask for input from all my friends, let’s deliberate together, and this doesn’t stop here,” said the politician from the Gerindra Party.
