House Commission III Chair Urges GIIAS Usher to Report Unauthorised Recording to Police

An upload by a content creator who made a GIIAS 2026 usher or sales promotion girl the subject of a video titled ‘how to approach a girl’ has gone viral, sparking protests as it was done without consent. House of Representatives Commission III Chairman Habiburokhman stated that recording someone without permission is unethical and violates the law.

‘The act of recording someone secretly, especially when used as material for content titled ’how to approach a girl’ for commercial gain or social media popularity, is unethical and unlawful,’ Habiburokhman told reporters on Monday (3/8/2026).

Habiburokhman emphasised that the GIIAS exhibition must be a safe space for everyone, particularly for those carrying out their professional duties. ‘As Chairman of House Commission III, I stress that public spaces, including automotive exhibitions like GIIAS, must be safe and comfortable for everyone, especially for female workers who are performing their professional roles,’ he said.

Habiburokhman noted that victims of unauthorised recording can pursue legal action against the perpetrators based on Articles 12 and 115 of the Copyright Law. ‘Under Indonesian positive law, victims can sue the perpetrator. The legal basis includes, among others, Articles 12 and 115 of the Copyright Law,’ he stated.

‘There is a very strong basis to prosecute the perpetrator, namely Articles 12 and 115 of the law, which prohibit the reproduction or publication of a person’s portrait without permission for commercial purposes. Additionally, Article 12 of the Sexual Violence Crime Law concerning Electronic-Based Sexual Violence applies if the recording contains elements of harassment or exploitation of body appearance electronically without consent,’ he added.

Habiburokhman further stated that victims could also utilise the Electronic Information and Transactions Law, which regulates violations of privacy rights and attacks on honour in the digital space. He encouraged the victim or the management agency to file an official report immediately. ‘I urge and advise the victim or the management/agency to promptly file an official report with the South Tangerang Police, which holds jurisdiction over the area where the GIIAS event took place,’ he said.

Commission III, Habiburokhman added, will oversee law enforcement to process the report firmly and professionally. ‘Commission III of the House of Representatives will ensure and oversee that law enforcement processes this report firmly, professionally, and accountably. This is important to create a deterrent effect for content creators so they do not sacrifice the privacy and dignity of others for the sake of content,’ he concluded.
