House Commission II: Valid Population Data Key to Targeted Government Assistance

The Population and Civil Registration Service’s (Dukcapil) rebranding programme, featuring a mobile ‘Jemput Bola’ (JEBOL) administration service in Nabire Regency, Central Papua, has received full support from House Commission II member Komarudin Watubun. He stated that the validity of population data is the main foundation for ensuring various government programmes are distributed precisely on target. The service activity took place from 21 to 25 July 2026 through a collaboration between the Directorate General of Dukcapil’s GISA team and the Nabire Regency Dukcapil Office. Komarudin assessed that the main problem in various government programmes so far lies not in the quota of assistance, but in the quality of beneficiary data that is not yet synchronised with the national population database. ‘Ten thousand scholarships, but after verification, only about two to three thousand qualify. Therefore, data synchronisation with Dukcapil is very important so that assistance is truly on target,’ Komarudin said while inspecting the service at Wanggar Sari Village Hall. He stressed that all ministries and institutions must use official Dukcapil data as a reference in running government programmes. ‘Each ministry may have its own data, but everything must be entered into the official state data at Dukcapil. If the data is invalid, the system will reject it,’ he asserted. According to the legislator from the Central Papua electoral district, population documents such as electronic ID cards and Family Cards are now basic necessities for the community, not only for accessing social assistance but also for various public services, from purchasing travel tickets and managing land certificates to educational administration. He therefore invited the public to proactively obtain these documents, as all services are now provided free of charge. He also asked the local government to mobilise all apparatus down to the neighbourhood and hamlet level so that all residents can be properly registered. The mobile service programme was officially opened by Komarudin Watubun together with Nabire Regent Mesak Magai, marked by the beating of traditional drums, the presentation of a plaque from the Directorate General of Dukcapil to the DPR member and the Regent, and the symbolic handover of population documents to the community.
