The Chair of House of Representatives Commission II, Rifqinizamy Karsayuda, supports the extension of Aceh’s special autonomy (otsus) status for 20 years from 2028 to 2048. Rifqi also urges that the otsus funding value be restored to 2% of the national General Allocation Fund (DAU).

“Aceh’s crucial point is that from 1 January 2027, Aceh will no longer receive special autonomy status and funding,” Rifqi said at the parliamentary complex in Senayan, Jakarta, on Monday (13/4/2026).

His side is pushing for a revision of Law No. 11 of 2006 as the legal basis for Aceh’s otsus. In the revision, they propose that the otsus funding amount be returned to 2% of the national DAU ceiling.

Rifqinizamy stated that Aceh’s otsus funding has been provided since 2008 following the Helsinki agreement and will end in 2027. He said that until 2022, the amount reached 2% of the national DAU, but from 2023 to 2027, it decreased to 1%.

“In the new law, it is emphasised that Aceh will receive otsus funding of 2% of the national DAU for the next 20 years. That means from 2028 to 2048,” he said.

He considers this step important because the Aceh otsus funding period will end on 1 January 2027. Therefore, legal certainty is needed to maintain the continuity of development in Aceh.

Previously, Interior Minister Tito Karnavian proposed an extension of Aceh’s otsus funding. Tito said that post-disaster recovery in Aceh requires at least three years.

This was conveyed by Tito during a working meeting of Commission II of the House of Representatives at the parliamentary complex in Senayan, Jakarta, on Monday (13/4/2026). Initially, Tito admitted to receiving many proposals regarding the extension of Aceh’s otsus funding.

“Indeed, during visits and receiving delegations from Aceh, they always convey requests for extension because the poverty rate is still high above the national and Sumatra averages, unemployment is also high, although the Human Development Index has improved but is still below the national level, they still need special autonomy funding,” Tito said.

“And they propose, perhaps looking at Papua which has increased to 2.25% until 2040 or 2041? And they also hope that this otsus is extended and the funding amount, if it can’t be the same as Papua’s 2.25%, returns to 2%. That’s the request from friends there,” he added.
