House Commission II: Discussion on Election Law Revision to Continue During Recess
Ahmad Doli Kurnia, a member of Commission II of the Indonesian House of Representatives (DPR RI), said he continues to push for discussions and the absorption of public aspirations concerning the revision of the General Election Law (RUU Pemilu) to proceed consistently, even as Parliament enters its recess period.
Doli believes that deliberating the substance of the electoral law revision requires in-depth discussion, so the recess period should be used optimally to gather input.
“Discussions, aspiration gathering and elaboration on the issues or substance of perfecting the Election Law should indeed continue, even though we are now entering the recess period,” Doli said when contacted on Wednesday (29/7/2026).
Regarding communication with political parties, both those in Parliament and outside it, Doli said the process could proceed in parallel and flexibly without being trapped in rigid formalities. He emphasised that inter-party communication on crucial electoral issues had in fact been underway for a long time and continues to this day.
“As for the agenda of communicating with political parties, including non-parliamentary parties, perhaps it can simply be done simultaneously. Although in reality such communication has often been carried out since long ago. It does not need to be too formally regulated. Just let it flow,” he explained.
Furthermore, Doli takes the view that deliberations on the electoral law revision must cover various fundamental aspects of the electoral system. In his assessment, strengthening the system of representation needs attention, including a review of the electoral system, thresholds, the size of electoral districts, the method of converting votes into legislative seats, and efforts to eliminate money politics.
Beyond regulatory improvements, Doli also believes an evaluation of the electoral management institutions is necessary. According to him, the recruitment of election organisers must be strengthened so as to produce institutions staffed by figures of integrity and professionalism.
“Still in this context, we also need to reformulate the institutional format of our election organisers, including a more selective mechanism for recruiting and selecting election organisers, so that the KPU, Bawaslu, DKPP, or whatever they may be called in future, are filled by people of high integrity, sound knowledge of electoral matters, capable communication and sufficient experience,” he continued.
The Deputy Chair of the DPR’s Legislative Body (Baleg) also stressed the importance of building a healthy democratic culture within society. He hopes the public will view elections as a constitutional responsibility to determine the nation’s future, free from intimidation, pressure, hate speech and manipulative practices.
“Ideally, elections must be able to produce representative, high-quality and clean governing institutions that meet expectations and always enjoy public support to advance the nation together with the people,” he said.
