House Commission I, Defence Ministry Discuss Grant of Italian Aircraft Carrier Giuseppe Garibaldi

Commission I of the House of Representatives (DPR) convened a working meeting with the Ministry of Defence (Kemhan) and the Ministry of Finance (Kemenkeu) to discuss the aircraft carrier grant from Italy. Commission I of the DPR will decide whether to approve the acceptance of the grant.

The meeting was chaired by the Chair of DPR Commission I, Utut Adiantio, in the Commission I meeting room at the parliamentary complex in Senayan, Jakarta, on Monday (20 July 2026). Present were Deputy Chairs of Commission I Budisatrio Djiwandono, Sukamta, Dave Laksono, and Anton Sukartono Suratto.

The meeting involved Deputy Defence Minister Donny Ermawan, Chief of the Strategic Planning Office of the TNI Commander Lieutenant General TNI Candra Wijaya, Coordinating Advisor to the Army Chief of Staff Lieutenant General TNI Muhammad Zamroni, Deputy Chief of Naval Staff Rear Admiral Edwin, and Deputy Chief of Air Staff Air Marshal Tedi Rizalihadi.

“Our agenda is the approval of defence and security equipment (alpahankam). I must convey the sequence of events: Mr Sjafrie wrote to the DPR leadership in a letter dated 7 July 2026. The Defence Minister’s letter, addressed to the Speaker of the DPR dated 7 July, concerned a request for approval to accept a defence equipment grant from abroad,” said Utut during the meeting.

Utut said Indonesia would receive one aircraft carrier, the Giuseppe Garibaldi. Its total value amounts to EUR 54,022,426.67, or approximately Rp 1,108,524,528,764.67 (over one trillion rupiah) at current exchange rates.

“Yes, what is being granted is one aircraft carrier, the Italian Ship Giuseppe Garibaldi, valued at 54,022,426.67 euros,” said Utut.

Utut stated that every acceptance of a grant requires the approval of the DPR. The factions within Commission I will convey their opinions on the grant.

“The donor is the Government of the Republic of Italy, given to the Ministry of Defence of the Republic of Indonesia. The regulations on the acceptance of grants are familiar to our colleagues from the Ministry of Finance, which is why we invited them,” said Utut.

“Under the Law on State Finances, Article 23 paragraph 1, namely Law Number 17 of 2003, accepting grants or loans from foreign governments or institutions requires the approval of the DPR. Once again, it must be with the approval of the DPR,” he continued.
