House awaits technical rules on central government takeover of contract teacher scheme

Jakarta (ANTARA) - Deputy Chairman of Commission II of the Indonesian House of Representatives (DPR RI), Dede Yusuf, said his side is still waiting for technical regulations regarding the policy on contract-based government employees (P3K) teachers whose status will be taken over by the central government.

According to him, Commission II of the DPR RI has previously proposed that only the financing of P3K teachers be taken over. This is because if their employment status is taken over, they could be placed anywhere on a national scale.

“The technicalities are not the domain of Commission II. The technicalities will be the domain of the government. The government will convey them to us later. We will just wait,” said Dede at the parliamentary complex, Jakarta, Monday.

He explained that under the law, employment status cannot be taken over because these teachers are regional apparatus. However, regarding additional financing for regional P3K teachers, he said this could be done by increasing the General Allocation Fund (DAU) from the central government to the regions.

“The financing can be added from the DAU. The DAU that is given. Now, I don’t know yet what the mechanism will be like,” he said.

Nevertheless, according to him, the policy of P3K teachers being taken over by the central government should not result in them being concentrated only in certain areas. He noted that several regions still lack teachers, such as Papua, East Nusa Tenggara (NTT), and frontier, underdeveloped, and outermost (3T) areas.

Therefore, he said Commission II of the DPR RI is inviting the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB), the National Civil Service Agency (BKN), and the Ministry of Home Affairs to explain the takeover scheme.

In principle, he welcomed the government’s plan to improve the welfare of P3K teachers, as recently several regional governments have “thrown in the towel”. The most important thing, according to him, is that these teachers do not end up without jobs.

“Later, once we summon the Ministry of PANRB, hopefully there will be an answer,” he said.
