House Approves Indicative Budget Ceiling of Rp 28.34 Trillion for Ministry of Transportation in 2027

Minister of Transportation Dudy Purwagandhi announced that Commission V of the Indonesian House of Representatives (DPR RI) has approved the indicative budget ceiling for the Ministry of Transportation for the 2027 fiscal year at Rp 28.34 trillion. Dudy explained that, based on a joint letter from the Minister of Finance and the Minister of National Development Planning/Bappenas dated 7 May 2025, the Ministry of Transportation received an Indicative Budget Ceiling for 2027 of Rp 28.34 trillion. Meanwhile, the Funding Indication for the 2027 Strategic Plan amounts to Rp 46.21 trillion. Consequently, there is a gap of Rp 17.87 trillion, or 38.67 percent. Compared to the 2027 Budget Requirement Ceiling of Rp 55.16 trillion, the gap widens to Rp 26.82 trillion, or 48.62 percent. “This condition shows that there are still a number of priority programmes, particularly in aspects of safety, basic services, and regional connectivity, which require additional budget support,” Dudy stated on Thursday, 18 June 2026. “This is very important so that the transportation development targets in the country can be achieved optimally,” he added. According to Dudy, the preparation of programmes and budgets for 2027 is directed towards several aspects, ranging from transportation safety to supporting the national economic growth agenda. He also outlined a number of priority programmes to be implemented by each Echelon I work unit within the Ministry of Transportation in 2027. These include the Directorate General of Land Transportation, which will support the implementation of Zero ODOL (Over Dimension Over Load), improve road safety, handle accident-prone locations, and provide pioneer transport services. The Directorate General of Sea Transportation will focus on supporting maritime safety and security, pioneer sea transport services, and sea transport connectivity infrastructure. The Directorate General of Air Transportation will cover the fulfilment of aviation safety and security facilities, supervision and control of security and safety, and pioneer air transport services. The Directorate General of Railways will handle the operation and maintenance of railway infrastructure, infrastructure development and level crossing management, as well as pioneer railway transport services and free motorcycle transport. The Transportation Human Resources Development Agency (BPSDM) will organise transport vocational education, provide training facilities and infrastructure, and adjust integrated training institutions. Lastly, the Directorate General of Transport Integration and Multimodal will plan intermodal transport integration infrastructure in several regions, plan integration services in the 3TP (Disadvantaged, Frontier, Outermost) and Papua regions, and develop intermodal and multimodal information systems.
