Hotel Sultan Heirs Sue PPKGBK for Rp14.5 Trillion, Land Dispute Heats Up Again in Court

The land dispute surrounding Hotel Sultan has returned to court, with a party claiming to be the rightful heir of the landowner suing the Gelora Bung Karno Complex Management Centre (PPKGBK) and five other parties for Rp14.5 trillion. The civil lawsuit, registered under case number 411/Pdt.G/2026/PN Jkt.Pst at the Central Jakarta District Court, alleges unlawful acts and challenges the legal status of the land on which Hotel Sultan stands. The plaintiff, Raden Mas (RM) Kusrahardjo, who claims to be the heir of RM Koesno, also known as Pakubuwono VIII, is suing PT Indobuildco, the Ministry of State Secretariat, the Ministry of Finance, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, the Head of the Central Jakarta Land Office, and PPKGBK. The plaintiff is requesting the court to annul Building Rights Title (HGB) Numbers 26 and 27 held by PT Indobuildco, thereby removing them from Management Rights (HPL) Number 1 Gelora. Furthermore, the plaintiff is seeking compensation exceeding Rp14.5 trillion, comprising Rp14 trillion in material losses and Rp500 billion in immaterial losses, according to Kharis Sucipto, the legal counsel for PPKGBK and the Ministry of State Secretariat. In response, PPKGBK questioned why the lawsuit has only been filed now, emphasising that numerous legally binding court decisions, both civil and administrative, have affirmed that HPL 1 Gelora is the lawful property of the state.
