'Hoodlums' in charge of regencies
DENPASAR, Bali: State Minister for Administrative Reforms
Feisal Tamin said on Monday many local leaders lacked leadership
experience and had less education than most of their
constituents.
He said that in one regency 65 percent of the legislators only
had elementary school education, while the majority of their
their constituents were university graduates.
He said this situation made it look like hoodlums were running
