Homecoming 2026: Mark Buffer Zone Points Towards Ferry Terminals
JAKARTA – The government is preparing several buffer zones along toll routes leading to ferry terminals to anticipate vehicle congestion during the Eid 2026 homecoming exodus or Idulfitri 1447 Hijriah.
This policy utilises several Rest Areas and Services (TIP) along the Tangerang–Merak Toll Road and the Bakauheni–Terbanggi Besar Toll Road.
Public Works Minister Dody Hanggodo stated that implementing buffer zones forms part of a traffic management strategy to ensure vehicle distribution towards terminals proceeds in an orderly fashion during the homecoming period.
The policy is regulated under Joint Ministerial Decrees (SKB) numbered KP-DRJD 854 Year 2026, HK.201/1/21/DJPL/2026, Kep/43/II/2026, and 20/KPTS/Db/2026, which govern traffic management and ferry terminal operations during the 2026 Eid transport season.
The policy outlines travel delay management systems, ticket verification, and buffer zones at several rest areas and other holding areas.
Along the Tangerang–Merak toll route, buffer zone locations are designated at specified rest areas. Additionally, land owned by PT Munic Line on Jalan Cikuasa Atas and the Indah Kiat Port car park can serve as supplementary buffer locations.
Along the Bakauheni–Terbanggi Besar toll route, buffer zones are located at designated rest areas, which will serve as travel delay points for vehicles heading to Bakauheni Port.
For non-tolled routes, buffer points are also prepared at several locations including Gayam Agribusiness Terminal, Gunung Jati Restaurant, Tiga Saudara Restaurant, and the old Agricultural Quarantine Office. Additional locations include the specialised port terminal area of PT Sumur Makmur Abadi and parking areas on East Sumatra Cross Road kilometre 2 in front of PT Bandar Bakau Jaya (BBJ) Muara Pilu gate.
For Merak Port, ticket purchases are restricted within a radius of approximately 4.71 kilometres from the port’s centre point, with reference markers around Hotel Pesona Merak.
For Bakauheni Port, ticket purchases are restricted within a radius of approximately 4.24 kilometres from the port’s centre point, with reference markers around the Agricultural Quarantine Office.
