Home Ownership Backlog Falls to 12.39 Percent, BPS Reveals Details

The head of the Central Statistics Agency (BPS), Amalia Adininggar Widyasanti, has revealed that the home ownership backlog and the uninhabitable housing backlog have both declined. This is based on the National Socio-Economic Survey (Susenas) for March 2026 compared to March 2025.

She explained that BPS presents two types of backlog. The first is the home ownership backlog, which is the percentage of households that do not own their own home. The second is the condition where households occupy their own homes but the dwellings are unfit for habitation.

“Based on the March 2026 Susenas, we have updated this backlog data. Backlog one, the number and percentage of households that do not own a home, has decreased from 13 percent in March 2025 to 12.39 percent in March 2026,” Amalia stated during the release of the Housing Statistics Publication in Jakarta, quoted on Friday.

Consequently, the home ownership backlog figure fell from 9.64 million households in March 2025 to 9.29 million households in March 2026. Meanwhile, the second backlog reached 24.03 percent in March 2026, or approximately 18.01 million households, a decrease from 25.33 percent, or around 18.77 million households, in March 2025. “So, both backlog one and backlog two have improved or numerically decreased,” Amalia said.

She noted that the second backlog figure in 2026 is twice as high as the first backlog. This high figure indicates that creating equitable access to liveable housing is a development priority. This aligns with the Ministry of Housing and Residential Areas’ decision to increase the target for the Self-Help Housing Stimulant Assistance (BSPS) programme from 45,000 to 400,000 units, as statistical data suggests a need for a faster reduction.

The Ministry of Housing and Residential Areas is collaborating with BPS to strengthen the governance of the 3 Million Houses Programme through the use of accurate, integrated, and evidence-based data. Minister Maruarar Sirait has emphasised that housing policy must be built on a strong data foundation to ensure government programmes are implemented in a targeted, effective, and accountable manner.
