Home Minister Tito Urges Transparency in Post-Disaster Rehabilitation and Reconstruction Programme
Minister of Home Affairs Muhammad Tito Karnavian has requested that ministries and agencies (K/L) which have received budget allocations for the post-disaster rehabilitation and reconstruction (rehab-rekon) programme in Sumatra for 2026 openly convey their activity plans to regional governments. The request was made by Tito, who also serves as Chair of the Task Force for the Acceleration of Rehabilitation and Reconstruction following the Sumatra Disaster, while leading a hybrid Coordination Meeting on Permanent Housing Data at the Ministry of Home Affairs headquarters in Jakarta on Tuesday (21/7).
According to Tito, openness is necessary so that regional heads clearly understand the form of central government intervention in their respective areas. Furthermore, transparency is part of the effort to ensure the implementation of the rehab-rekon programme proceeds in accordance with the President’s directives. Tito explained that the government has now entered the acceleration phase of post-disaster rehab-rekon in Sumatra. The Task Force has prepared a Master Plan for the Acceleration of Rehabilitation and Reconstruction, which was compiled together with the Ministry of National Development Planning/Bappenas.
The document was prepared with the involvement of 32 ministries and agencies and accommodates proposals from provincial and district/city governments in the three affected regions. According to Tito, the Master Plan has received approval from the House of Representatives (DPR) and a presidential directive for implementation over three years, from 2026 to 2028. The total budget requirement reaches Rp100.1 trillion, allocated in stages: Rp38.9 trillion in 2026, Rp32.9 trillion in 2027, and Rp28.2 trillion in 2028.
In addition to central government budget support, regional governments have also received additional Regional Transfer Funds (TKD) totalling Rp10.6 trillion. This amount has been distributed to all provincial, district, and city governments in the three affected provinces. Tito revealed that of the funding proposals submitted by 32 ministries and agencies to the Ministry of Finance, seven have had their budgets approved and are beginning to be disbursed. These seven institutions are the Ministry of Public Works, the Ministry of Housing and Settlement Areas, the Ministry of Primary and Secondary Education, the Ministry of Social Affairs, the Central Statistics Agency (BPS), the Ministry of Transportation, and the Ministry of Health.
He stressed that every ministry and agency receiving the budget must openly explain the amount received and the programmes to be implemented so that regional heads clearly understand the form of central government intervention. “I request that it be conveyed to all regional heads and also to the public what activity plans will be carried out with the budget already received from the Ministry of Finance,” said Tito. He added that this openness is also important to demonstrate that the implementation of the Task Force’s duties has proceeded according to the President’s directives.
