Home Minister Says Ministry's Performance Remains Optimal Amid Budget Efficiency
Home Affairs Minister (Mendagri) Muhammad Tito Karnavian has asserted that the spending efficiency policy in the implementation of the 2025 State Budget (APBN) has not hampered the performance of the Ministry of Home Affairs (Kemendagri). This is reflected in the ministry’s budget realisation, which reached Rp 3.76 trillion, or 99.46 percent of the effective ceiling of Rp 3.79 trillion.
He revealed this during a Working Meeting and Hearing with Commission II of the House of Representatives (DPR RI) regarding the Discussion of the Central Government Financial Report (LKPP) for the 2025 Fiscal Year at the Commission II Meeting Room, Parliament Complex, Senayan, Jakarta.
“And this is an achievement of 99.46 percent, which is among the highest for ministries and institutions,” Tito stated in a written release on Thursday (16/7/2026).
Tito explained that the initial budget ceiling for Kemendagri in 2025 was Rp 4.79 trillion. However, in line with the government’s spending efficiency policy, the ceiling was reduced to Rp 2.61 trillion. Subsequently, through budget relaxation from the Ministry of Finance (Kemenkeu), Kemendagri’s effective ceiling increased to Rp 3.79 trillion to support various strategic needs.
In detail, he explained that the additional budget was utilised to support Kemendagri’s programmes. These include strengthening the information technology infrastructure of the Directorate General of Population and Civil Registration (Dukcapil), supporting mandatory spending and priority activities, and enhancing the services of the Republic of Indonesia’s Regional Government Information System (SIPD RI).
Furthermore, the budget was also used for the administration of education at the Institute of Home Affairs Governance (IPDN), as well as the implementation of various government priorities in the regions.
On the state revenue side, Kemendagri also recorded positive performance. By the end of 2025, the realisation of Non-Tax State Revenue (PNBP) reached Rp 1.22 trillion, or 225.30 percent of the target of Rp 545.62 billion. This achievement was mainly supported by access services for the utilisation of population data and documents managed by the Directorate General of Dukcapil.
“We then conveyed the achievements regarding the realisation of Kemendagri’s 2025 budget programme. The achievement of the BPK’s opinion on the presentation of Kemendagri’s financial report is an unqualified opinion, and this is the 12th consecutive WTP opinion since 2014,” he explained.
In addition to maintaining the WTP opinion, Kemendagri also recorded a number of encouraging performance achievements, including a budget performance score of 94.69 with a very good category, a government agency performance accountability evaluation score of 78.99 with a very good predicate (BB), and a bureaucratic reform index of 91.01 with an A category.
Moreover, in terms of the 2025 National Development Planning Index assessment, Kemendagri obtained a very good predicate.
“We express our deepest gratitude because all that we have achieved is none other than the result of the supervision and working meetings that are frequently held, including field visits by the leaders and Commission II of the DPR RI. We operate in all regions, including cross-border posts, so we conduct introspection and improvements, and Alhamdulillah, the assessments from all the aforementioned institutions are quite good, even very good,” he concluded.
