Jakarta (ANTARA) - The Ministry of Home Affairs will implement authenticity detection or liveness detection methods starting this year to boost the number of activations for the Digital Population Identity or IKD.

Deputy Minister of Home Affairs Bima Arya, during a working meeting with Commission II of the House of Representatives at the parliamentary complex in Senayan, Jakarta on Monday, stated that his side is targeting 20% IKD activation by 2026.

“If this liveness detection runs well, then IKD activation will surge. The target this year is 20%,” Bima said.

The Deputy Minister explained that IKD activation to date is still below 10%. One of the obstacles is that the public does not yet feel obligated to use the application.

“In the past during the COVID-19 era, we had PeduliLindungi, without which we couldn’t go anywhere. But IKD hasn’t reached that point yet,” he said.

Another obstacle, Bima continued, is the need for verification. Therefore, the liveness detection system will be used starting this year.

“So that everything can be confirmed when making a KTP, when creating IKD, it’s really the person themselves. Not a robot, not fake. This is liveness detection technology, so directly take a selfie and then it’s confirmed that it’s not fake and not a robot,” he explained.

However, the problem is that the acceleration of information technology in population administration has not been matched by the acceleration of regulations.

In this context, he highlighted regulations in various agencies that still require photocopies of population documents.

“Some banks are now using IKD, it’s already systematised. That means with a mobile phone, it’s possible, but the regulations still require photocopies. That’s also a problem,” he said.

According to Teguh, in the future, the use of IKD could reduce the need for electronic KTP blanks, while also reducing the budget requirements for printing physical KTPs.

“The Ministry of Finance also expects that with IKD, the need for KTP blanks, which currently averages 22 million and requires around Rp225 billion per year for procurement, should start to decrease,” he stated.

Nevertheless, the Director General of Population and Civil Registration said that IKD will not suddenly replace physical population documents entirely.

“Because there are still many remote areas with poor internet signals. There are people or certain community elements who are not familiar with IT issues,” he explained.
